种族问题，表面上看是肤色问题，如黑白之分，但最终是权力问题，也就是政治问题。
众所皆知，隔离政策(Apartheid)是南非阿菲利坎(南非白人，荷兰等欧洲人的后代
)国家政党(Afrikaner National Party)1948执政后在1949-1994年实行的合法化种族隔
离政策。其实，白人隔离政策起源于荷兰人、法国人和英国人的殖民主义政策和他们把
当地人以人种隔离的措施。南非政府把它发扬光大，合法化和制度化，直至1994年实行
普选权后才被彻底废除的。
当年，隔离政策把居民和旅客分为4种人种群：白人(Whites)、黑人(Blacks)、有
色人种(Coloureds)和印度人(Indians)或亚洲人(Asians)。除了白种人外，其他人的公
民权都被剥夺，黑人更成为自己部落“黑人家园”(Bantustan)的“公民”，外出如前
往城市工作都必须携带身份证等。

作为“世界上最大的民主国家”，印度一直是中国公知眼中亚洲“民主”的样板。

印度种姓制度的起源
印度的种姓制度是外族征服的产物。大约3500年前，来自中亚和高加索地区白皮肤
的雅利安人（真的跟元首没有关系）侵入印度次大陆，征服了当地的居民———黑皮肤
的达罗毗荼人。
为了巩固自己的特权地位，征服者们就以肤色的深浅将当时的社会阶层划分成4个
等级：
第一等级婆罗门主要是僧侣贵族，拥有解释宗教经典和祭神的特权
第二等级刹帝利是军事贵族和行政贵族，他们拥有征收各种赋税的特权
