What is an ITIN?
An Individual Taxpayer Identification Number (ITIN) is a tax processing
number issued by the Internal Revenue Service. It is a nine-digit number
that always begins with the number 9 and has a 7 or 8 in the fourth digit,
example 9XX-7X-XXXX.
IRS issues ITINs to individuals who are required to have a U.S. taxpayer
identification number but who do not have, and are not eligible to obtain a

父母来美两次，都按时回国。侄子（我哥的小孩）小学毕业，利用暑假来玩。08年我爸
妈曾经带他去签过一次，因为不明原因被拒，现在想想可能一来当时的签证没有现在容
易，二来有些材料没有准备，比如家长委托书。
过程：
他们是下午４点１５分的签证预约。签证官是五十多岁白人大叔。排在他们之前的是一
个中年男性及他的父母，三人不知为何被拒，弄得我妈有点紧张。轮到他们以后，我妈
主动和他打招呼，小侄也说“叔叔好”。大叔笑了笑，我妈感觉气氛一下子缓和了很多
。开始他问了我妈几个简单的问题，然后就和小侄做了一些聊天式的对话，除了问我，
我爸妈的名字及和他的关系外，也问他在学校的成绩如何，喜欢什么运动，想去哪里玩
。小侄回答的都很流利，唯一没有答出来的是我博士的专业，他就说不知道。最后大叔
说“你们拿到签证了，开心地去玩吧。”总体来讲是一个很轻松的氛围，签证官也通过
问答确认了签证申请的真实性。他只要了护照，我们准备的材料一概没看。当我妈问他
要不要看亲属关系证明及其他材料时，他说“不用，我相信你们”。

为local IRS递交的，不会有什么缺材料的问题。又跑了一趟local IRS, 那里工作人员
说，给写了个note, 说identification问题审查过了。没问题了。今天收到一份ITIN拒
信，原因是没有提交缺失材料。鉴于Local IRS简直就是靠不住。这次自己填写申请材
料。
看前人经验。有两个问题请教。
1. Type of US visa, number, expiration date. 那一栏，该填去年的visa，还是今
年最新的visa？有填了去年visa，因为visa过期，被拒。有人因为填了新的visa，被拒
。我上个申请是填的去年visa #，然后在Local IRS被改成新的visa #。但local IRS实
在是不准啊，到底哪个才对啊？
2. 公证护照，是需要公证所有有visa的页，还是只要有照片的第一页就行？

第一个数字是count，后面是相应的status。
其中522个fee waived的是政治避难。
这些485 case是我用程序把9月末到11月末

1，不同时期不同地方的结婚证可能内容不一样，比如前面有人的结婚证就有父母的名
字（和身份证？）
2，这个自己中英文对照翻译好之后找一个朋友签字就可以给uscis用了，具体看uscis
官网对于签字的那个附件attachment的要求

3，弄一个国内的公证，跟出生公证一样的，肯定好使，不过国内的机关你懂的，庙小
