想当除 EB3C在行动项目是在被逼无奈时, 少数EB3C在猪坚强的带动下奋力一搏, 企图
阻止EB3C态势继续恶化而采取的自我拯救, 或者说是垂死挣扎. 我记得除了LIA和NIU组
织领导的鼎力相助, 只有少得可怜的百十号EB3C携手捐款, 众多EB1C/EB2C没有隔岸观
火就已是好的了, 大家难道不记得在”落地生根”上那一片质询, 怀疑和反对声了吗?
所幸猪坚强们那几条枪不负重托, 在艰难中坚持不懈, 终于赢得大家的信任和赞赏,
倒是在EB3C诉讼项目上得到EB1,2, 3的广泛的口头支持和部分人慷慨捐助.

猪坚强，我还真不信了，也因此说继续lobbying其实是对诉讼有好处的，正式逼取有关

纸给捅破了，EB3C 项目研究小组一直很赞赏NIU这种不战（不花钱游说也不打官司）而
屈人之兵的做法。花钱游说, 打官司都是脏活，累活，Eb3C没有选择。
Eb3C 有个移民法研究小组，而不是LIA Eb3 研究小组，和LIA EB2研究小组是两回事，
我们压跟都不知道LIA EB2 研究小组在干些啥，甚至有没有这样的小组，还是在这个帖子
下才知道什么LIA EB2 研究小组。如果真有 LIA EB2研究小组，他们也不知道我们在研究什么，很简单，EB2的人谁操心EB3的事阿！所以，谈不上保密，倒是我们在一月初就想到了，
其实family fall across 受益大头是Eb2C，Eb3C得小头，只能拿到28% 的FB。
问题是一月二月我们让lobbyist在运作family fall across，我们和lobbyist就此通信过好几次，不是很有把握，不是"藏着窝着，然后几个月后在这打马后炮!".
说白了，Eb3C只是借用LIA的平台做自己的事, 最终的目的都是为了 CHINA |

组织，就利用LIA的平台（账户和网站），人脉（和游说代表的多年关系）操作的，和
LIA应该是合作关系，这里需要说明的是，LIA的前主席与游说代表的沟通中起到不少作
用，功不可没。LIA也没有收过EB3C游说项目任何管理费，走账从来给予方便，这点是
要嘉许的。同时，全年EB3项目中涉及EB3本身利益的资金全部来自EB3自己发起的两次
募捐运动，没有从LIA得到一分钱。话说回来， LIA在人力物力上的支持毋庸多言。
但是后期老猪因诉讼退出，EB3C 游说项目组核心层向LIA靠拢，形同被LIA招安，呵呵。这样
，EB3C 游说项目所有的credit也自然归入 LIA名下，LIA对今年的EB3拿到3千5百多名
额颇为自诩，认为是他们精心运作的项目，这是一件很微妙的事情，因为和 lobbyist
的合同都是LIA签署的，EB3C 游说项目组从来就不是一个注册的组织，无权和
lobbyist签署合同和走账。
总之，EB3C 游说项目组和LIA内容上应该是合作关系，形式上却是隶属关系。 |

如此大的一个EB2C群体，居然没有人进入NIU为EB2C争取利益，大概是因为很多人已经
拿到EAD了，懒地折腾，没有拿到EAD的还比较嫩，所以EB2处在青黄不接的阶段。
现任NIU三个理事中，两个已经绿了，处在半淡出的状态，之所以没有完全淡出，多多
少少有些原因是因为后继无人。唯一一个为自己的群体整理数据和据理力争的绿卡申请
人是一个EB3C。EB3C的人数比EB2C要少很多，但是大家其实都是硕士以上或者本科加好
几年工作经验，而且没有很多人拿到了EAD，所以出了这么一个人才。 |

2013 年 9 月 18 日 NIU 正式组建了 “EB2C 剩余名额分配项目组”，现将 1 周半以
来的工作进展向大家做一个汇报：
1. 由项目组长 Franklin根据大家的建议与知名移民律师 Mr. Gotcher 进行了电话沟
通，据介绍他每周都与奥本有通话。同时也与一名华人律师Mr. Li取得了联系，他曾是
Asian American PAC 的理事。
2. 在初步与这两位移民律师联系后，Franklin 在 2013 年 9 月 25 日召集了一次项
目组电话会议。本次会议共有 5 位项目组成员参加。会后通过邮件进一步进行了补充
讨论，会议的总结如下：
1) 我们意识到改变目前中印分配方案的困难很大，但仍然应该坚持游说、诉讼、以及
其他的行动，务必让奥本了解到我们认为目前的分配方案已经不符合美国的移民精神，

下几个松绑高科技移民的Option：Recapture unused Visa, EB家属占家属名额。这几
点都是烙印的诉求。在这个问题上老中--特别是本版老中--要向烙印学习。除了窝里斗
在中文论坛上揪斗Fuwu，NIU，要敢于善于向政府，向媒体发出自己的声音，讲出自己
的诉求。烙印也有他们的FUWU，有一些烙印向美国议员媒体揭露ICC Abuse H1B，反对
给H4发EAD卡。但大多数烙印能团结起来天天给白宫议员发传真发信。
