司法部向上诉庭提交文件，指颁下暂缓令的联邦地方法院"犯下错误"，命令涵盖范围"
太大"，而总统特朗普是"依法行使总统职权"宣布他的禁令。
司法部在长达15页的文件中亦指出，总统特朗普就国家安全问题做决定是最合适的。当
局是认定让禁令所涵盖的七个国家的国民入境会为美国带来恐怖袭击威胁后才宣布该命
令，所以它并不是针对某一个宗教，外界把它定性为穆斯林禁令是"错误"的。
