congress, even the ones they oppose. It's extremely rare that the DOJ doesn
't defend a federal law. It'd serve as a bad precedent, in which president
can choose to only defend laws he want to.

What I want to know is, is this ruling binding ONLY on California, or is it
binding on all the states within the ninth circuit? Are they saying that
Proposition 8, itself, is unconstitutional, or are they saying that all bans
on same-sex marriage are unconstitutional?
As it is, it seems they're only saying that this particular ban was
unconstitutional, since its proponents failed to offer compelling evidence
