for 9i, if you finish the first 2, you can still get the OCA, but until you

Like q101 said, learn from application development. Try to create database
objects such as views, sequences, triggers and stored procedures

如果真的想搞oracle，可以先考OCA，这个不要培训。
以11g为例。
1. 先要考一个sql，1z0-007/1z0-047/1z0-051选考一门。
1z0-007比较容易，网上考，而且考试费好像还是$125.
1z0-047涨了，$195，不能网上考。但是过了就可以拿一个证书SQL Certified Expert
1z0-051好像没啥意思。
2. 然后再考一个1Z0-052，就可以拿到OCA的证书。
3.如果继续拿OCP考1Z0-053，就要培训了。直接去oracle培训是比较贵，可以附近找一
找有没有oracle认证的培训中心，可能省点钱。
如果真的能学到东西，其实几千刀不贵，对于找工作这点钱更是微不足道。
至于证书有没有用，这个问题很难回答。基本上还是经验重要，对新手来说，可以说用
处不大，当然比没有强。。
不过据我的经验，没有什么公司愿意雇刚毕业的人做DBA，大部分都是从developer干起
