（一）中国95%以上外汇在谁手中？中国人民银行。目前有多少？约2.8万亿美元。
（二）银行怎样获得这些外汇？
主要是以中国各商业银行的法定保证金（各大银行的自有资金）；其次是增发人民币—
—以这些人民币与各种渠道进入中国的外汇进行强制兑换，结算后收纳到中国各银行手
中。
理论上，这些外汇不是政府的钱，仍然是外汇储户的，这天文数字的外汇储备，是民间
和外来投资者在中国银行中的存款。
（三）为什么银行要对进入中国的外汇进行强制结算？
因为中国不能允许在国内市场直接流通美元或者其他外国货币——任何人无法直接用美
元或日元或英镑在中国买卖商品。这是关系国家主权的货币发行权和控制权问题。
如果允许外币比如美元在中国国内市场直接流通，那就意味着中国政府放弃本国货币的
发行权。
