看看下面美国宪法的前言和参议院的解释。前言部分解释了宪法的目的，定义了政府的
权力来源。如果违反了前言部分的目的，如否定Union 而要去追求皇权或追求共产党政
权。你把目的都否定了，下面条款有什么意义哪，因为宪法的详细条款部分就是为了前
言的目的而写的。
同样，中国现有宪法是要走社会主义，宪法的详细条文就是围绕着这个目的而展开的。
如果你说我不要社会主义，而要走资本主义， 那你就要围绕着这个走资本主义的目的
重新设计宪法的详细条文。
所以，宪法前言虽然很短，但它的精髓所在就是它的目的，宪法所有详细条款必须围绕

淡蓝网3月19日讯：经过长达十年的辩论，美国基督教长老会决定修改教会宪章，正式
承认同性婚姻。
该教会最高立法机构在去年6月已经通过相关议案，但仍需171个教区的领导机构批准。
17日公布的投票结果显示，多数教区赞成将宪章中的婚姻定义从“一男一女之间”修改
为“两人之间，传统为一男一女”。
这一改变将于今年6月21日正式生效，之后美国长老会的神职人员可以在自愿的前提下
，为同性婚姻合法地区的同性伴侣主持婚礼。另外，曾因主持同性婚礼被教会处分的神
职人员，其处罚记录将被撤销。

体法律来对具体事务运作来进行界定和规范。宪法中不会提及某些具体事务，就像美国
宪法中不会出现和移民具体条例相关的内容，这有专门的移民法。社会福利同样如此，
有专门的法律条文。再说，编写美国宪法和以后的大部分修正案时，诸如移民和福利这
些事务恐怕还没有提上议事日程。这是在以后，随着社会的发展和进步，再根据宪法精
神来制定相关的法律。美国人办事就是靠的法律，没有保证穷人享受社会福利的具体法
律，联邦和州不会对此项目拨款，就不会存在社会福利。

足六年的时间。
历史偶然吗？
那么在2001-2007年，共和党保守主义在美国完全一党独大（美国最高法院则至少从
1991年开始直到今年二月极端保守派的Scalia去世，保守派已经控制了25年了）的结果
是什么？是2007-2008的全球金融崩溃，和由此引发的二次大战结束以来最严重的经济

It shall be unlawful to conduct a restaurant or other place for the serving
of food in the city, at all which white and colored people are served in the
same room, unless such white and colored persons are effectually separated
by a solid partition extending from the floor upward to a distance of seven
feet or higher, and unless a separate entrance from the street is provided
for each compartment.
