的新税改方案，兑现自己在竞选中的关键承诺，却引发外媒群嘲。
特朗普对自己的这份方案表示很满意，在印第安纳州的演讲上用了一堆华丽的辞藻大吹
特吹：“在我们的框架下，我们将大幅削减企业税率，让美国企业和工人能打败外国对
手，开始再次赢得胜利”，“税改带来了历史性机遇，这是一代人一遇的机遇”，“这
将是80多年来国内中小企业最低的边际所得税率”，“接下来，世界各地的工作机会将
会涌入美国，大家争着抢着要美国工人，工人的工资将会创历史新高！”
外媒之所以对这份内容早已曝出、细节还不完善的税改框架不甚满意，主要基于两点：
一方面，说好的“为蓝领工人谋利益、为中产阶级减负担”，到头来获益最多的还是以

borrowing limit sometime in January, a bit later than the Obama
administration had initially projected, according to recent data.

WASHINGTON – A federal appeals court dealt a major blow to ObamaCare on
Tuesday, ruling against the legality of some subsidies issued to people
through the Affordable Care Act exchanges.
The ruling is likely to be appealed. And a separate federal appeals court --
