告有法官。通常原告就是city，警察是证人（如果被照相那证人就是电脑系统），相片
录像就是证据。原告一般都有律师（按案件分为DA，prosecutor等），被告可以找律师
也可以自己辩护。
警察开了罚单以后就是prosecutor的事了，警察只是在需要的时候出庭作证。警察开了
罚单就是提交证据给法庭，这个证据是改不了的吧。所以不太理解“和警察谈，把我闯
红灯换成另一个”是什么意思，不make sense。也许是你没听清楚，你的律师是说代表
你上庭去向法官求情要求轻判（就是交罚款不扣分什么的），或者跟prosecutor谈make
a deal？
因为我要作无罪辩护，所以律师要当做一个case来打，要找资料还要代表上庭辩护，算
一算时间费用就上去了。如果你找的律师只是出庭帮你认罪求情，或者和prosecutor谈
deal，那么他连材料都不用准备，只是花个把小时babababa，那费用确实可能不高。一
般小case谈好费用不会变多，他要多收钱应该是要offer更多的服务，而且一定要你接

如果不是出于无奈，也不会在此发帖求助。一直感觉家丑不可外扬，所以在过去的两三

姜波今年3月20日被控向联邦干员作出虚假声明的重罪。彭博通讯社报道，他上月30日在维珍尼亚州纽波特纽斯被控违反NASA电脑使用规定的轻罪。法庭文件指，姜波在他的NASA手提电脑中非法下载受版权保护的电影和色情片。认罪协议聆讯定于2日举行。
WAVY网站的报道称，姜波将对这项把政府财产作个人用途的轻罪认罪。报道还说，姜波需要在48小时内离境，但未知时间从何时算起。不过报道称，他们获悉姜波已经购买离开美国的机票。
此外，联邦助理检察官克罗姆伯格1日在向法庭提交认罪协议文件时表示，除了这个轻罪指控外，政府已解决了指姜波作出虚假声明的案件。如果向联邦干员撒谎的罪名成立，姜波最高可判监5年及罚款25万。

he has opened an preliminary investigation into possible war crimes by North
Korea resulting from its recent clashes with South Korea.
