Q. What if the Supreme Court upholds Proposition 8?
A. This would leave gay Californians without the right to marry in the state
and would tell the roughly 40 states that do not allow same-sex marriages
that there is no constitutional problem in limiting marriage to a man and a
woman.
Such an outcome probably would trigger a political campaign in California to
repeal Proposition 8 through a ballot measure and could give impetus to
similar voter or legislative efforts in other states.

bill to keep the government funded for the rest of the fiscal year -- a day
after the bill won approval from the House of Representatives.

我的问题是：我这个月马上要给NIEHS提交一个R21,我计划6月份的时候把这个R21扩充
一下去申请K22，不知道允不允许？因为这两个proposal是很相似的内容。读了好几遍
NIEHS的K22 instruction,都没有太明白可不可以。
它的instruciton说“Candidates are eligible for a K22 award if they have been
, or currently are, the PD/PI of an NIH R03 or R21 grant or a PHS or non-
Federal award that duplicates the provisions or research goals of an R03 or
R21 grant”。但是又说 “any concurrent RPG application may not duplicate the

。做provision会更接近于tax planning。在特别大的公司两者一定是分开的，
compliance做多了就是按步照搬了，还是要懂financial才能真的做好planning

解不够深入，还请多多指教。
我个人觉得provision不仅仅是tax code,涉及更多的是tax accounting,说白了就是how
to apply these rules in tax provision. tax code涉及的还是deduction, credit
， taxable比较多一些。
