The key is who's responsible for deciding which official to investigate and
then punish. Right now, it's at the sole discretion of the upper level
officials. If we move to a system where the lower level officials
collectively decide which upper level official to punish, and at lowest
level, the common citizen decide which low level officials to punish, then

that guy had followed you for long time or he did not find chance to pass
you. So he punished you by that. I noticed similar issues many times on high
high way. In most cases, slow drivers on most left lane are always punished
. Your case is rare. BTW, I drive on high way 1 hour every day.
The point is: always pay attention to the car behind you and your speed. You

punish卖loan的银行。一般来讲，银行都是以6个月为标准的，6个月之后pay off，就
没什么punishment了。堂皇点儿说，银行觉得短期内payoff说明客人并不需要这笔钱，
