具体操作如下：
PartI，criteria evaluation, 首先感谢他承认我claimed 4 条中的 3 条（把这3条做
实）。没有纠结他不承认published material by others, citation不算这一点，3条
足够了
PartII, overall merit,针对他说我"没有足够证据说明the beneficiary is
recognized internationally，承认的三条, 每一条都够了criteria, 但不够说明
outstanding"，我逐条进行了驳斥和加强.
Publications.又找原推荐人之一的一位editor说明他们杂志多了不起，我的工作多好

看到网上很多朋友要求大家给评估自己的CASE, 很多热心的网友在回复时会说EB1A弱些
,EB1B ENOUGH.
其实按照律师给出的统计数字来看, EB1A通过率不到50%,而EB1B类的通过率在90%. 刹
一看,的确是EB1B 类很容易通过. 可是既然不是100%的通过率.就有10%的NOID率.而
且这90%中也有被要求RFE后通过的.我想每个申请人都不希望自己被RFE,当然更不希望

看到网上很多朋友要求大家给评估自己的CASE, 很多热心的网友在回复时会说EB1A弱些
,EB1B ENOUGH.

我的背景简单如下：
1, 6 journal publications, ~15 conference abstracts, 写在一起当成authorship
claim了
2, citation 比较弱，〉20
3, review >30, 7 journals.
4, 6封推荐信，都是独立推荐人，分布比较广，几大洲都有
Claim了老三样， 有一个行业内部的Fellowship， 没敢单独claim,但是放在
contribution里说了，结果还是在noid里被纠出来狠批了，教训阿！！！
两步法，第一步，承认review, authorship, 不承认membership 和 contribution。
第二步（final merits analysis）,所有claim的都不承认，而且一条一条的批得血淋
淋的。

发过去。这个大牛改了两点我写的，让我有点担心。这封信整体来讲还是夸了我很多，
但就是改的两点让我心有余悸，大家帮忙看看：
1） Dr.X is gaining internationally recognized as scientist for his
remarkable contributions to the field of XXX. I believe Dr.X is among the
top research scientists in this field.原来写的是is an internationally
recognized scientist. 他改成了进行时。虽然后面的一句我还比较满意。
2）Dr.X’s this research can have profoundly impacts in the XXX research
area. 原来写的是 has certainly profoundly impacted the XXX research area.

11 Papers, 提交时87 citations in total(没有区分自他引)，
6 RL(5 independent,只有2篇来自引用的人)
现在citation涨了点，一共正好100,不过几乎全是中国人引用的。

3月27号就被RFE了，无奈总是收不到RFE,Submit了2个service request都么有等到，终
于在congressman的帮助下今天搞到RFE了，一共耗时45天，估计人品都集中放在h1b抽
签去了，anyway，今天终于收到了，貌似承认了review, authorship,质疑了
contribution。

刚收到律师的信说他收到了NOID。
我们单位是美国去年第一的医院，只给senior的researcher办EB1B. 律师说这还是第一
次收到NOID，说“ we have never gotten a response like this from a case like
this so we believe it is some kind of adjudicator error”.
这真是晴天霹雳啊。
看下面的回复，好像是三样都有，但都不够strong啊。

大家好，
想问一下我的EB1-B 140被拒了以后应该怎么办。
我的个人情况如下：美工程专业博士毕业5年，在美一家国家实验室工作。10篇论文，
其中两篇第一作者（最高影响因子6左右，平均发文影响因子1～2），citation数在100
左右，review大概20篇（最高影响因子5左右，平均review影响因子2），14封推荐信，
包括两封来自journal editor的。今年5月实验室帮助申请140，PP。7月得知最终被拒。
在Intent Decline letter 写明了我的论文和review两项是被认可的。但是在第二步最
终材料审核（6项中2项满足情况下综合判断）时候我被认可的两项被推翻了，其中理由
真的看不懂。
在这过程中我有一些硬伤：1）publication第一作者不多；2）推荐信没有independent
推荐人，多数推荐是都是认识的。而且推荐信在准备过程中其中指明我是outstanding
，top 2%这样的词汇太少了。3)citation量少了些，但是估计短期很难马上上去了。
