Regulation大不一样。
Virginia好像没有钓鱼竿数量的的限制。读了n遍regulation，就是找不着鱼竿数量限
制。老美同事看了一篇regulation，也不知道。 问了n个人，没有一个人说限制的。有
的说没限制。有的说不知道。下次要问Game Warden。 好像有些海鱼也没限制。Yellow
Perch也没限制。这是我知道唯一一个对Yellow Perch 没有数量限制的州。
对于产卵的雌鱼放不放放回去的问题，每年都有很多争论。 我就不想 involve 了。应
该听 Fishing biologists 的研究结论。不光是螃蟹，还有三文鱼，walleye 等等。
他们每年都做fish population survey。如果数量下降，他们就会采取措施做出不同的
限制。譬如产卵期间不让钓 或者某个地段不让钓。他们建议大家在regulation允许的
范围内尽量enjoy fishing。

要严格，管理要松一些的 - 我说管制严，管理松 - 因为美国不要license, 但是用一
些莫明其妙的限制管制了硬件。
现在纽约州通过的SB法律，结果是造成的管理和管制比大多数其它发达国家都要严。

美元购得这个生产经营权。这个生产经营权之前也易过几个主，而这个药别人最多就卖
个十几美元，并没有像这个基金经理这么夸张。
我也认为这个regulation是有漏洞的，就是对价格没有监管，但是有趣的是，别的之前
生产经营该药的几个公司为啥就没有那么发疯呢？
有些网上的新闻说这个基金经理在华尔街是有人知道的，有交易员说他是天才但是疯癫
。我认为这个“疯癫”就是这件事的核心原因所在。
据说这人曾经利用一个股市小道消息打压自己做空的生物科技公司。在2012年，非盈利
机构CREW公开指责他试图操纵美国食品和药物管理局FDA以获取经济利益。
对一些不按常理出牌的疯子，多数的regulation都难以万无一失。多数regulation都是
常人设计出来的。这些天才又疯子的人总是能够做出一些符合regulation但不合常理的

如果pathway A向你说得已经被灌了上千篇文章了，而且有几十篇CNS，
你又说pathway B比A更重要，那么我很难相信你说的大家一直没搞明白B怎么工作。
如果我孤陋寡闻，真有一个这么重要的B怎么调控之前一点也不知道，
你们找到它的第一个regulator无论如何一定会是CNS，
不需要机理，只要把这个现象确定就可以了。
所以我猜更可能的情况是，你们发现了pathway B的一个新的regulator，
只是这个regulator是一个大家之前怎么也想不到的一个。
但是恕我直言，现在只identify一个重要pathway的regulator而没有机理不可能CNS。
我有一阵子曾经追踪过Wnt pathway，最近还时不时有新的regulator被报道，
但是文章大多都发在中游的杂志上，上CNS的都是机理做得比较透的。
也许有点打击你，但如果是这种情况，主编的意见不是针对你们，是有他的道理的。 |

章很麻烦，耽误了2个多月，材料才得以从学校寄出。个人觉得申请算是比较顺利。把
我当时准备的情况跟大家说一下也许对将要申请的人有一点帮助。
我个人从这里寄出去的材料包括：
1.国内护士执照的公正，在这里网上找的公证处，在纽约，叫最佳公正，电话

2.指纹卡，就在我住的地方的警察局办的，free
3.handbook上的申请表，贴一张照片在右下角（handbook链接：http://www.rn.ca.gov/pdfs/applicants/exam-app.pdf）
这一页有一项是填社会安全号，我当时没有就空着的，没有关系。
4.两张支票，一张办指纹的($51)，一张申请的($75)

Human Services)在1984年1月制定的regulations。这个regulations允许联邦政府察看
病历并对可疑治疗方案进行调查，从而与美国医院自治传统相违背，招致了医学界的强
烈反弹。
部分针对高院判决，美国国会于1984年通过Child Abuse Amendments，当时的总统里根
于10月签字使其成为法律。HHS又于1985年4月制定了新的regulations。Child Abuse
Amendments和新版本的HHS regulations至今有效。
新法案对医学界作了一定让步，如将调查权力从联邦下放到各州，而且更倾向于伦理调

舒乙对于钱钟书的评论——我在中国现代文学馆听他演说时听到的，记得不一定准确，
但大致思想不会错。舒乙说：钱钟书和张爱玲被抬到这个地步，是夏志清干的。夏志清
这样干完全是出于意识形态目的，因为他觉得这两个人是对抗中国官方意识形态的，而
其他人都是顺从了的。由于众所周知的“文革”后知识分子对于官方意识形态的态度，
夏志清的这个说法就大行其道了。其实，张还可以说确实有这个意思，钱则并没有这个
意思。不考虑意识形态，单从文学艺术的成就来说，这两个人决没有这样高的地位。当
然，这两个人在有着五千个席位的中国现代文学馆占有一席之地，则完全是合格的。
舒乙的评论完
我听说舒乙在“文革”中与他的母亲一起，对待老舍并不好。如果这个情况属实，则我
对于舒乙人格上有看法。但我认为舒乙对于钱钟书的评论是恰当的。人们所说的钱的小
说的好处，可以给钱舒乙所说的那个地位，但不应该是现在吹的那么高。
舒乙对于张爱玲的看法我倒有异议：张爱玲创造了一种独特的美，而且这种美使得时至

regulate procedure, 很多procedure都是board/college在regulate, 然后state采纳
，各个state的regulation也不同，这也是肖在NYS没办法做手术，在MI可以做手术的原
因。中国没有这种机制，当然也不存在类似美国的那种trial。 |
