【希望之声2015年8月6日讯】周四，《财富》杂志网站刊登了美国加州克莱蒙特·麦肯
纳学院（Claremont McKenna College）政治学教授裴敏欣的文章，文中表示引渡令完
成一事比北京想的还要复杂，而原因其实在于中共统治下的司法制度。
文中说，中国政局最奇特的一个现象是，执政的共产党中，大多数那些在权利斗争中失
败了的，或是盗取了几百万美金的党员们都愿意逃到美国，这个在中共领导人头脑里属
于“敌方”的领土。更奇怪的是，当这样的倒戈发生的时候，中共政府还放肆的要求美
国归还这些逃犯，尽管这两个国家没有引渡条约。
目前，美国政府尚未公开表示是否会将令完成送回中国。针对此事，裴敏欣教授在文章
中说，北京的时机不是很好。近几个月，因为美国政府人事管理系统受到疑似来自中国
的网络攻击、中共当局在南海有争议地区建岛以及中国人权的全面恶化，致使美中关系
一直比较紧张。因此，华盛顿极有可能不会同意北京把令完成用飞机送回中国的要求。

哎，自从我当了这个斑竹之后，俄罗斯、苏联的概念就开始和我如影随形、挥之不去了。
前天我一个同学在看德国这次得了最佳外语片的Nowhere in Africa，我因为有事就随便
瞟了两眼，男主角很帅，演技很完美，但是感觉不是很象雅利安人种呀，我同学告诉我他
是格鲁吉亚人，恩，我很好奇，回来就上网查了一下他的资料，所有关于他的介绍都离不
开《情陷非洲》这部片子，极为有限，无法更清晰的勾勒出这位了不起的演员的形象。关
于他的介绍，主要都是用德文写的，万幸我认得。
他1965年生于格鲁吉亚的第比利斯（这个第比利斯也有数种拼写方法），曾在第比利斯的
国立戏剧学院学习表演，很有社会主义国家特色，不是吗？83年演了第一部电影The

会对某些族裔入学率降低作出改善。并将该提案送回至参议院。由于前些日子里加州参
议员变动，导致民主党失去了2/3多数。因此SCA5将无法再次通过加州参议院表决。（
SCA5是宪法修正案，需要加州参议院2/3多数通过才能进入众议院）

公元2014年3月17日，洛杉矶，加州众议会议长派瑞兹(John Perez)宣布，宣布，在
SCA5提案撰写人赫南德兹（Ed Hernandez）的要求下，加州众议会将不会对SCA5采取任
何行动。派瑞兹表示，根据目前的情况，他认为SCA5既不会在众议会投票中通过，也不
会对某些族裔入学率降低作出改善。并将该提案送回至参议院。由于前些日子里加州参
议员变动，导致民主党失去了2/3多数。因此SCA5将无法再次通过加州参议院表决。（
SCA5是宪法修正案，需要加州参议院2/3多数通过才能进入众议院）
至此，从2月初开始的，为期近一个月的反对SCA5的华人抗争活动取得了初步胜利。这
也是新一代华人在美国政治抗争的第一次重大胜利，将写入美国华人的史册。
