Sounds like you are making it up. Fajr must be recited from the beginning
of dawn to sunrise. I don't believe sun rises so early where you live :)
But it's ok, they are still human beings, you know, they usually fall back
to sleep after Fajr :) So if you are not a roomie, you probably have a wrong
impression they got up very late like 10am. Actually, they've already risen
and fallen.
