也就是一块土地要做商业 住宅 工业使用 政府不管制 因此感觉城市很混乱
就连第三世界国家都知道住宅区应该和工业区分开 因此Houston这个城市绝对不能考虑
有的人家附近的幾個block是啥都有: 墓地, 住家戶, 工廠, junk yard, trailer park
, retail store, 還有片空地用來放牛，實在是太亂了。
對於住家戶風險太大了，如果你鄰居想開strip club，你一點辦法沒有，只能搬家。
而且交通也比较混乱些, 假设商店集中在一起 哪你买东西可以一次买完 不用到处跑来
跑去
因为休士顿炼油业势力太庞大 怕一旦Zoning
炼油厂就很难盖了 所以一直都是没有zoning的

每个国家的情况都很复杂，例外的情况总是有的。
要看民主与法制的总体趋势，
把所有国家的democracy index和corruption index
做个相关性统计不就行了。
从两个列表中取国家地区的共同部分，共163个。
算出来的相关系数是0.7，高度相关。

不明白，这个数据显示美国是粮食净进口国（净进口110亿美金食品），而中国反而是
粮食净出口国(净出口49亿美金食品），很奇怪啊，这数据。

稳定中国的食品供应，中国最需要搞好关系的是巴西，阿根廷，澳大利亚，泰国和加拿
大。而所谓的最先进国家，美国和欧盟都净进口食品超过110亿美金。
世界各大国的食品净进口排名：
1， 欧盟： 净进口165亿美金
2， 美国： 净进口110亿
世界各大国食品净出口排名
1，巴西： 净出口大于280亿美金
2，阿根廷： 大于145亿美金
3，澳大利亚： 117亿美金
4，泰国： 85亿美金
5，加拿大：71亿美金
6，印度尼西亚：57亿美金
7，印度：50亿美金
8，中国：49亿美金
（净出口数字很多为估计，因为很多国家出口多，上了排名，有数字，进口少，没有上
排名，进出口差额以进口排名最后的澳大利亚的62亿美金做出的估算。）
