去年一群在美留學的年輕華人獲得學士或碩士學位後，因經濟未全面復甦，沒有公司聘
用，無法獲得工作簽證留美，偶爾發現美國陸軍最新的「緊缺人才徵兵計畫」(
Military Accessions Vital to National Interest，簡稱MAVNI計畫)，毅然從軍，兩
個月內就獲公民身分。26歲的劉鵬就是其中之一。
劉鵬14日與其隸屬的下城錢伯斯街(Chambers St.)招聘中心的同袍，在曼哈坦華埠絲路
網咖以自身經歷協助宣傳「MAVNI」計畫。MAVNI計畫由國防部在2009年初推出，但一年
後中斷、2012年又恢復並將之擴大，旨在徵召會講英文以外41種外語，或持美國執照的
醫療保健專才，而中文被列為所需外語之一。
通過MAVNI計畫可跳過申請工作簽證或綠卡程序，直接成為公民。劉鵬表示，自己在
2010年從中國遼寧來美留學，去年從達拉斯的德州大學獲金融系碩士學位後，搬來紐約

近些日子发生了几起较为有影响的案件,如OSU陈同学因通宵学习被校警逮捕事件，以及
纽约华人老人被警察暴力执法事件。也进一步凸显了华人对美国警察系统的不熟悉所带
来的冲突，因此这里应北美留学生日报的邀请编辑总结一下美国警察的角色，所拥有的
权力以及如何在日常应对美国警察的盘问。

从整体看，美国警察主要分为联邦和地方警察，地方经常包括，州和郡（county国内经
常翻译县，我个人不赞同，因为中国体制县在市以下，因此这里用郡代替）/市及特殊
区域（如学校，监狱等）等，联邦和各州的警察分别行使联邦和州所赋予的警察权力。
州以下的警察的权力则由各州自行决定，除了联邦警察外，州警、市警和郡警长及私人

年经验新手才叫police officer，往上叫sergeant，再往上叫lieutenant或者
detective 。洛杉矶警察局的deceive我四年前查的薪水基本8-12万区间。您都senior
developer了，怎么也得和detective比照吧。bellevue PD新警察base五万多，对于个
二十多岁的高中毕业生，这个数可以啦，再加加班，一年七八万问题不大. |

Dave Trotter）。他涉嫌在中国女留学生矫诗琪（Jiao Shi Qi）被撞身亡后，窃走她
的手提包，并盗用了她的信用卡。
去年9月18日凌晨2点44分左右，位于汉密尔顿的哥伦比亚国际学院（Columbia

场，一起商量怎么给lapd擦屁股，说we need a hero。隔着玻璃，他们看见exley嘲讽
地笑，还很诧异地问难道这小子能听见咱讲话么，就是exley说in a case like this
you need two heroes那场戏。另外cromwell是背后的总黑手不假，但他的职位captain
仅相当于刑警队大队长。影片开始exley因指证同僚立功，被从sergeant提拔成
lieutenant，就是从小队长升至中队长，直接向captain报告。比较而言，bud white就
一普通探员（officer），大概因为他草根出身，不象exley那样有一牛叉的老子。

华，此四君者，才是正宗港产黑帮片的主打花旦。然而给他们搭台唱戏的，却还得是银
河映像。或许《暗花》古龙再生，或许《枪火》《七武士》附体，但《一个字头的诞生
