（1）什麽是shortage pymt: $29.31，因为税的增加，我只有escrow account的缺少，
就是现在我每月交506.33就可以补足了，为什麽还有这个shortage pymt
(2)去年我每月交1355.10， 下面有个选择是：payment including shortage:1407.44;
payment if shortage paid in full: 1378.13.我不明白的为什麽，payment if
shortage paid in full不是我去年的1355.10.

highs this year as organized medicine's cries for more funding for residency
