You have a serious logic flaw here. By closing off the sea, ALL over sea
trades became smuggling, thus outside of government's ability to tax. Prior
to closing off the sea, at least some of the trades were taxed. In fact,
in Song dynasty, tax from trades were a major part of its revenue. |
