1977年,哥伦比亚大学出版社出版了休厄林·比勒和索菲娅·斯拉泽合编的《当代激进
主义的起源》一书。该书第二章是斯坦福大学的研究人员西摩·马丁·利普塞特撰写的
。题目叫“美国为什么没有社会主义?”按照他的说法,似乎社会主义是纯 欧洲的产物,
同美国以及美国的工人运动没有什么关系。其实,这种看法在美国学术界早已存在。
1906年,H·G·韦尔斯就已正式提出,以后路易斯·哈茨等人又陆续论述过。〔1〕利普
塞特搜集和整理了各家的看法,形成了系统的观点,在美国学术界颇有影响。〔2〕
不可否认,利普塞特所列举的各家看法都有一定道理,其中有些论点值得我们认真思考。
但是,从根本上说,把社会主义看成是“欧洲舶来品”,同美国工人运动格格不入的结论
是站不住脚的,至少是不符合历史事实的。本文仅就这个问题谈谈粗浅的看法。

我是在2年前首先通过mitbbs上发起要求提升H1B名额，同时要求严查ICC提交多次申请
的白宫请愿。大概半个月的时间签名人数达到了7万多人，并没有到10万有些可惜。当
时也是希望美国政府能够看到我们的请愿，即便当年无济于事，也希望会对以后的申请
人能够有所帮助。
我在这里写这个，是想通过我一些观察来抛砖引玉来说说这个请愿有没有作用，还有没
