由于众所周知的原因，印度人，中国人绿卡都有比较长的排期，印度人的非常长，所以
他们就原因成立各种组织，然后募捐，去说服各种议员。h4 ead.
就是这样通过的，但是95%的h4 ead就是印度人拿到的。虽然现在也要取消了。
现在每年职业移门按国别限制，每个国家出身的分到的名额是一定且一样的，由于印度
人工作签证是国人的小10倍，绿卡申请数量也有6，7倍，所以排期自然就长很多。
涉及绿卡数量，名额分配的都是bill，要house先vote 过了，senate再vote 过了，然
后总统签字。几年前关于h1工资要求改革的bill好几个，但是连house vote都没到，因

4. 3012的最快通过时间：考虑到Senate 12月不上班，1月、2月基本不上班，从明年2
月末开始讨论，2-3个月通过，加上总统签署，保守估计最快6月份生效。此时FY2012只
剩下3个月，名额还剩1/4，也就是10000个。
5. 暂时不算海量EB3I在这几年中升级的数量，因为不好估计。但数量肯定会很大。

短期来看，3012对EB2C 08,09,10,11,12这几年的确是利好，不可否认的。对于EB3C的
影响，我没有仔细研究，不敢妄言。但是长期来看，3012绝不是个什么‘公平’法案，
因为相对于老印，老中往米国输送人才的pipeline就是个joke。
老印有一整套的往米国塞人的流程，从医生到IT，基本上就跟流水线一样。现在的7%公
平吗？不公平。但是也正是这7%让老印的bodyshop不能全功率运转。如果3012通过，配
额取消，完全按照PD排队，大家看吧，老印很快就能找到方法高效率大规模地往米国送
人，到时候其他国家加中国每送一个人，老印就有可能送20个人，整个系统都会被老印
clog。老中的排队可能比现在还长。
如果你不信，其实已经有实际例子了，每年最后一季度，放开spillover消费的时候，
