09年NED对中国项目包括中国大陆， 新疆， 香港， 西藏， 总计grant awards约711万
美金， 其中大陆542万， 香港85万， 西藏32万， 新疆52万， 从经费规模可以大致计
算一下NED针对中国的雇员有多少， 美国的经费一般来说有一半是人员费用， 那么就
算360万美金是人员经费。 美国本土雇员和在中国NED雇员算对半分， 各占180万美金
， 本土雇员以4万美金年薪计算， 约45人， 中国雇员以4万人民币计算， 约360人，
所以总计NED中国项目直接雇员将是405人左右。 临时雇员那就不知有多少了。

为什么要搞摊丁入亩，恰恰是因为明清时期地方精英通过宗族扩大势力，隐瞒户口、逃
避力役的情况太普遍，国家征不到足够的人头税和力役，只好根据田亩数量固定征税数
额。
但是精英的负担变重的结果是什么？不是咬牙自己多交，而是反攻倒算，把多交的田赋
摊派到农民头上。所以任何state-strengthening的政策，结果必然是负担被转嫁到劳
动者身上，社会矛盾激化。
清末叶以后国家汲取能力下降，地方精英利用各种平叛机会搞团练什么的，更牛掰了，
张之洞跑到广东催征田赋，恁是斗不过地方大族。民国时期军阀还是征不到多少土地税
，广东每年收到手的土地税只有赌税的三分之一。国家收上去的钱少了，老百姓能分到
的钱自然多了。地主是为了自己的利益和国家斗，但老百姓，尤其是宗族社会中的老百
姓，是间接获利的啊。别忘了清朝时至少南方地区宗族共有土地基本占全部土地数量的
一半。
再说你以为国家多收了钱，就会多分给老百姓吗？施舍来的东西，给你的时候容易，收
回去的时候也是眼都不眨的。从土改到国有化，也就是一夜之间的事。老百姓要想有点

that strategy, Japan's border would have at least included China's north
east, all of Korea, Taiwan, and many islands on the western pacific. Today,

大公前两年想打入美国市场，结果连续被犹太人SHAPIRO控制的SEC否决了2次。
下午国债就无缘无故的迭跌不休，谣言传来说是中国降低了美债的信用评级，交易大厅
