That's in 88. The commander were actually under a very strict set of rules
to not engage in combat, where one of the rule is: if Vietnamese fire on us,
as long as it's not life threatening, do not return fire. So they only
started firing after the soldier on the reef were under heavy fire, and
Vietnamese even started firing on the ship.
