每年图书馆都要重新审核是否还需要续订某些杂志。
如果连几百块都觉得多的人，不是还有很多free submission的杂志么，

很多投稿人，就是因为这个free submission，
从高往低投杂志碰运气，增加了社会负担和杂志运营成本，

I guess the rationale is that NSF program directors purposely delay issues
decisions to those unfunded PIs. NSF simply do not want to see that those
PIs quickly revise unfunded proposals by stating that they have incoprorated
reviewers' comments. Otherwise, NSF would be piled up with revised proposals
from last submission season...
So the strategy is that NSF tells the bad news after or very close to Fall submission deadl |

reviewers marked 4 on their score cards. A score of 30 is probably right on
the edge of payline. If you are a new investigator, you are good because
your next submission should get funded. My old boss got a score of 14 on
the latest cycle and it is around 3 percentile.
The current possible score is 10-90 or 100...but you won't even get scored
if your grant is not competitive. Score is good especially for 1st
submission. |

Mine was rejected as well. Tried to contact with the manager and got enc
ouraged for submission. But I changed the topic. Although I have one sup
port letter from AFRL, it is still rejected.
If you got letter today, that means they will not even consider it for a
ny other award. So you can move on.
You can request some comments and it will depend on the manager if they
want to response you or not.
