外限制是基于其传播影响（communicative impact）而言的，其中有一些受到完全限制
，另一些则受部分限制。诸如煽动、对事实的虚假陈述、淫秽、儿童色情、恐吓、他人
言论等都不受第一修正案的保护。而商业广告则只受到部分保护，这意味着政府的干涉
也受到限制。
除上述限制之外，当政府作为雇主、教育者、资助者（subidizer）与表意者（
speaker），以及广播电视、律师、军事、监狱或移民的管理者时，也会对言论进行限
制。
对传播影响的限制
煽动
美国最高法院曾表示当“提倡使用暴力或违法行为”的言论“目的在于煽动或造成迫在
眉睫的非法行为（imminent lawless action）”并“很可能煽动或造成这样的行为”
时，这些言论不受保护。[1][2]在1969年的布兰登伯格诉俄亥俄州案（Brandenburg v.
Ohio）中，最高法院推翻了州法院对一3K党组织的有罪判决。州法院认为该组织“提

这个最大的专制国家的未来命运。中共控制的媒体在此问题上正宣传一个谎言，如：
TPP胎死腹中、中国或成为最大赢家；川普要撤出亚洲、中国要成亚太第一强权。其实
仔细研究川普的对华政策，川普上台后对中共必将采取激烈的贸易战，届时中共政权不
仅没有好日子过，而且会成为亚太地区的最大负家。
先看三件小事，一是川普当选后打遍了世界各国元首的电话，就是没有给习近平打电话
，中国媒体说习近平已经给川普发了贺电，但川普团队说没收到，这让习近平在川普当
选5日后不得不亲自打电话给川普，并极力希望两国要合作；二是近日古巴独裁者卡斯
特罗终于死了，奥巴马言辞委婉、深表惋惜，但川普言辞犀利地批判这位独裁者给古巴
和世界带来了无穷的灾难。由此两件小事可见川普是一个厌恶共产专制、尤其不会对中
国专制者屈服讨好的强硬美国总统。第三件事情是日本比川普先行一步，11月24日日本
财务省宣布重新审视特惠关税制度，决定将中国等5个国家从特惠名单中剔除出去，如

from homosexual couples.
The problem is, I don't believe that government should have a role in
marriage anyway, and the public should not subsidize marriage. Most of the
benefits you listed should not exist in the first place, even for
heterosexual couple.
Especially for issues involving money. If the public for some weird logic
thinks that couples should be rewarded monetary benefits, so be it, but it's
up to the pubic to |
