本完全（本节共8页，四小段除外）来自Blum一书，惊讶得说不出话了。那就什么都不
说了。黑色字体为朱原文，红色字体为本人考证内容。本节朱文共使用了9个脚注，也
很巧合，这9个脚注在Blum一书中均出现，引用的内容与 Blum一书也完全相同，而且，
本节的脚注只有一个提到了Blum。而从考证的内容看，其实本节都是来源于Blum。因此
，抄袭成立。

1、福特基金会培养和资助的中国主流经济学家及政治法律学家，几乎全部为亲美的极
右翼学者。
2、中国亲美的极右翼学者几乎全部被福特基金会、索罗斯基金会等机构资助过，或者
和这些基金会关系密切。
根据媒体报道，受福特基金会培养和资助的中国主流经济学家有：高尚全、吴敬琏、茅
于轼、吴敬琏、张维迎、邹至庄、董辅礽、杨小凯、许小年、胡祖六、王岐山、海闻、
周其仁、周小川、易纲、楼继伟、荣敬本、厉以宁、林毅夫、樊纲、胡鞍钢、吴晓波、
张军、赵人伟、刘小玄、哈继铭等，与福特基金会关系密切的还有社科院副院长李扬、
陈佳贵等人，这些几乎就是活跃在经济领域的新自由主义骨干全部名单。.

索罗斯当时计划仿照在匈牙利搞基金会的模式，每年出资不少于100万美元，资助中国
改革和开放的研究活动。
资助青年学者出国考察，探索经济改革路径
1986年10月，中国改革开放基金会正式成立，首个重要项目就是资助一批经济学家到匈
牙利布达佩斯的马克思经济大学进行研究。曾担任吴敬琏助手的柳红在《八十年代：中
国经济学人的光荣与梦想》详细描述了这次“历史性的匈南考察”。1986年5月中旬，
时任国家体改委副主任高尚全带领中国经济体制改革研究所考察团赴匈牙利和南斯拉夫
，考察团的主力军是青年。中匈两国经济学家就经济体制改革的目标模式和实现途径等
问题充分交流。考察团回国后写了10份报告，当时的国务院领导人非常重视并听取了汇
报。
如今翻阅这批赴海外“取经”的经济学家名单不难发现，那些个普通的名字若干年后几
乎成了中国经济领域的“豪华阵容。”马凯成为了国务委员兼国务院秘书长，高尚全成
为中国经济体制改革研究会会长。
