我已经评价过，我也反对他这么说。但是正如你所说，总统是执法者，可是目前并没有
法律规定，纽约时报如果不扭送，会受到什么惩罚。如果没有惩罚，那么在我看来，就

尢其令我不爽的是美军对这些海盗比较手软，好像抓了都不是斩立决，最后都放走。
现在回想起来，我真为自己感到羞愧,没有彻身处地站在社会底层人民的角度去思考问
题。索马里海盗其实是值得尊敬的，他们只不过是为了改变命运对自己的不公而做出抗
争而已。美军对这些海盗的仁慈实际上体现了美国人民对美国宪法精神的深刻理解:“
人人生而具有造物主赋予的某些不可转让的权利，其中包括生命权、自由权和追求幸福的权

好几年前，粗略看过这个系列的第一本书，《Master and Commander》，没有什么感觉。当时好像是Russell Crowe的同名电影刚上映，就把书拿过来翻翻。当时英语不好，说实话，没有怎么看懂。感觉非常晦涩，很多词字典里面都没有，就没有在意。囫囵吞枣看下来，反正战争动作场面还算精彩，而且作者的英国式幽默也算是很Charming，但是没有感觉非常特别。

我简单提示你两点，第一，从这些条款被收录到美国法典以来，从来没有适用过，也就
是说没有人因为叛国罪被监禁和处罚（注意是监禁，不是什么徒刑）；第二，条文里只
规定，以武装团体的形式进行的暴乱才是违法，正常的通过游行集会等方式要求某一州
