首先是应对意外的能力，中国差远了。
FDR死了，有Truman接过战争总统的责任，把二战打完。这个president-vice
president-speaker的权力次序很完备，VP是个备胎。中国的十年禅让制就做不到。要
是习太子上位之初，中美开战，万恶的美帝把敬爱的习太子暗杀了，中国可能会再出现
一场打倒四人帮的路线斗争。太祖身后事就反映得很清楚了。换过来说，如果现在万恶
的美帝把敬爱的习太子暗杀了，中国可能就会出现林彪身死之后那种全国人心惶惶的情
况，搞不好就是八王之乱了。
其次是应对门阀政治的能力。
美国这方面，当前比中国好一点点。但是长期看来中国会越来越落后。现在只是出现了
官二代，将来各级boss们恐怕就是只有官二代了。干部的提拔不经过选票。你提拔我儿
子，我提拔你闺女。这是最古老最可靠的家族联盟。而庞大的官僚集团，在我有生之年
，是没有希望把权力拱手让给选票的。
最后是应对腐败的能力。
万恶的美帝建国２００多年，开始的时候公务员也腐败。但是了不起的是，公务员腐败

是半个世纪前的语言而且错误不少，所以，重新翻译了一下，供大家研究。
其实，感到《波茨坦公告》写得很牛逼，估计是美国已经造好了原子弹，底气十足。
但相比之下，《开罗宣言》由于产生于1943年12月1日，相对比较笼统，遣辞也保守了
很多。
当然，至于日本的领土，国家，军队，产业等界定，有些说得蛮具体，可以搞一搞。

华尔街日报中文网1月4日发表题为“美国人对当代精英政治的反思”的文章，全文如下：
美国曾经有一个非正式但却是真正的统治阶层，这个阶层来自所谓的WASP权贵集团。该
集团的成员一度掌控了政治、经济和教育，但是他们现在已经风光不再 了。在我看来
，WASP统治阶层(WASPocracy)丧失了信心，并由此失去了担当领导的力量和兴趣。我们
现在没有了统治阶层，只有一个包含人称精英 团体在内的管理阶层——差不多就是完
全由知识界精英（在这个国家最有名望的学校接受教育的男男女女）组成的贵族阶层。
WASP这个缩略词无疑源自于White Anglo-Saxon Protestant（盎格鲁-撒克逊白人
新教徒），但是就缩略词而言，这个词表达的含义没有大多数缩略词充分。包括权势人

气势汹汹的想直接把战争扩大到中国。美国是未尽全力，因为担心苏联白捡个大便宜。
所以这个战争对美国来说就是局部战争。中国是倾全力了。老毛为了苏联和金家出
了苦力，流血，最后还欠了苏联一屁股债。美国要是把战争扩大化，中国吃的亏更大，
美国也不划算，苏联赚最大的便宜。 |
