我还查了一些英文的资料。普遍的意见是，如果所剩油量已经为reserve的油量时，飞
行员至少应该宣布emergency 或者是 urgency.
这里只剩了5吨油，我觉着也基本上是飞机的reserve油量了。
另外，最新的消息是，民航管理局已经出面否认了调查出了结果的说法。所以卡塔尔的
那架飞机所剩油量是否是5吨，现在谁都不知道。实际上这个5吨不是民航管理局的官方
