received at another office center，
2月底看到同一批送的FR都在报通过，于是打电话问过一次但是没有正当催的理由，所
以不了了之；
3月3号USCIS更新从4月3号起全面暂停H1b加急，3月6号早上给USCIS打电话直接要求
service request，
用的理由是financial loss， 留了邮箱，今天收到邮件说是security check is
pending，
以前听说过485的时候要背景调查，今天头一遭听说J1豁免也要背景调查，
想问一下有没有类似经历的朋友们，你们的case在USCIS等了多久？ J1五月底就过期了
，学校又不同意用FR先file H1b，现在完全是都很焦虑

我 们的整个绿卡申请过程比较长，但485运气好比较顺利，也不算典型，现在把其间过
程和大家分享一下，希望有些帮助，也祝其他的XDJM早绿！ LD的EB2 -140在09年就批
了，PD在09年3月，我们在今年2月的时候（EB2排期大跃进）跟着LD的EB2交了485，同
一个礼拜我的EB1b-140也批了，当时跟LD笑谈说我这个EB1算是白交钱了，用不上了。
接下来很快就收到combo卡，也去做了FP。因为我们485在网上老是查不到状态，我从2
月底就开始regularly的打电话骚扰USCIS，大概一周一次，每次都被告知他们要更多时
间处理。有个移民官还很不耐烦的让我多等等，然后说computer显示还有120多个
business days。

咱们甚至不如违法翻墙的老墨，人家孩子至少还有Dream Act，咱们落着什么好了？这

其中讲到DOS Immigrant Visa Allocation Management System (IVAMS)，这个系统我还是第一次听说，也就是DOS自己有个visa统计系统。CISOMB(CIS Ombudsman)在报告中
指责USCIS与DOS沟通不够，USCIS对此作了辩解。认为他们沟通足够，能够把重复递交
的485给剔除，或者把EB转到FB的case从EB里面剔除。我觉得IVAMS是个比较重要的信息
，我们可以要求DOS公布IVAMS系统的一些数据。

office要名额发绿卡，奥本告诉USCIS EB2C没名额了，USCIS才会内部U。
奥本心理清楚，一打官司，USCIS肯定要把奥本自己供出来，所以一味维护USCIS，把锅
推到我们申请人回RFE慢的头上。
在我看，先搞到议员从USCIS拿到的EB2没名额的回复，通过议员质询USCIS，看看USCIS

1. I-140 beneficiary应该要有合法身份。要不然，让一大批等排期的人蹲移民监，有
违AC21以及大统领的法律文本和讲话精神。State Department发布了第二排期，但是避

standing"。

我发了FR给USCIS,到底发了没有，结果人家不回答这个问题.很委婉地说让我按照USCIS
说的30天等,如果再从USCIS没消息,30天后DOS会跟USCIS联系我的case.还让我跟USCIS
更新我的地址什么的。从他们不直接回答问题上看，我觉得是DOS的问题。等30天，黄
花菜都凉了......
之前收到USCIS的邮件直接跟我说他们没有收到我的case。我觉得USCIS不存在慢VO的问
题，肯定是DOS没发。
所以现在不知道怎么办了，USCIS说没收到，再过30天没消息的话再跟他们联系。而DOS
呢，不正面回答发没发，何时发的问题，也说等30天后没消息的话他们再跟USCIS联系

職業移民名額，但過去三周來，USCIS清理積案，並繼續處理六萬個申請，已用盡2007
年的名額。他解釋說，6月公布消息時，2007年度仍有名額，並不是國務院擺烏龍。
USCIS發言人邵碩（Shawn Saucier）指出：「USCIS已用完今年的14萬7141個職業移民
名額，但趕在7月提交的申請數量龐大，我們無法循前例保留這些申請案，因此必須退
件，申請人的支票一同退回。」
他表示USCIS無法控制國務院公布名額的進度。USCIS另一發言人拉提岡（Chris
Rhatigan）對美聯社表示，該局按常規作業，未故意讓名額在7月開始前用盡。美國移
民律師協會項目副主任威廉斯（Crystal Williams）說：「我們從未見過如此令人生氣
的事，國務院和USCIS相互推卸，讓無數申請人受害，我們準備告到法院。」

现在我的J1 waiver已经是favorable recommendation了，
但是还没收到USCIS的I-797, 同时，我又要改地址。。。
按照以前那个帖子的方法打了USCIS的电话，
但是好像他们不知道我在说什么，，，
让我给DOS打回电话。。。。
有人能告诉我怎么给USCIS打电话么？
还有，以前那个帖子说给USCIS打电话的时候说J1 waiver是DOS给file的I-612,
之后需要提供什么个人信息呢？
我刚才打电话说我file了I-612了，但是接电话的小弟好像不是很懂，
没问我什么个人信息就问我这是什么application之类的。。
我说了J1 waiver之后他就更糊涂了，他问是不是向USCIS提交的application,
我说是给DOS提交的application然后DOS处理完了转移到USCIS了。。。
之后他就让我给DOS咨询去了。。。。

望眼欲穿，度日如年地等了6个月，上USCIS查了他们的进程，从2月14到3月14一个月内
，140仅从8月14进步到8月21！哎，这正是“天上方一日，人间好多年”啊，真的还要
等4个月？！
见有人提供case number的代码，于是试着从自己的case开始前前后后地查，希望找到
一点线索。查了很多，其实也不是无聊啊，等的心焦啊！
与大家汇报一下2010年9月21日-9月27日7天的case状况：
用我的No.src1080029421前后查（其实方法很简单，一个个地加减，也不知道140是不
是都是这样编码的？有不同的兄弟姐们告知一下），涵盖9月21日到27日case No是从尾
数29390到30050，共660个case。这里面包括116个I-140（无法区分是来自Eb1还是Eb2
）。其中，26个case被批准了，7个被RFE，4个杯具（占总共已处理case的10%左右，难
怪那些律师号称自己的通过率90以上）。
