我的情况是：
全程Air Canada，美国签证仍有效；
美国－多伦多（中转）－香港；香港－多伦多（中转）－ 美国。
我把Delta数据库查到的结果贴一下。我的理解是从香港回美时是肯定不需要transit
visa。但从
美回国这段Delta数据库给的解释仍然有点模糊，让人不放心。注意下面note39687那一
段。意思是
如果其它条件符合但美国签证已过期，如果旅客能证明之前入美合法并没有逾期滞留的
话，transit
from USA is permitted (从美国出发回中国在加拿大转机是允许的？？？)允许和不需要
transit visa是一回事不？

Visa与中国银联之间的矛盾终于公开化了!
此前,中国境内的消费者到境外消费,在用双币信用卡(银联与Visa、银联与
MASTERCARD)无论刷卡消费或者取现,持卡人均可以走中国银联的清算通道,不需要另行
支付结算费。但这种“优惠”行将取消。日前,Visa向全球会员银行发函,从今年8月1日
起,凡是在中国内地以外的国家或地区受理同时带有Visa和银联标识的双币信用卡时,不
论是刷卡消费还是取现,持卡人均不得走中国银联的清算通道。否则,Visa将重罚收单银
行。而走 Visa的清算通道,则需要向Visa支付1%—2%的货币转化汇兑结算费(如消费者
用Visa卡在香港消费,而此信用卡是人民币和美元双币信用卡,那么消费时所消费的当地
外币会转换成美元,折算转换的同时会收取1%到2%的汇兑手续费；但如果是在美国消费,
则不用支付结算费)。
业内人士指出,Visa与中国银联之间是利益之争,但此举却增加了内地消费者境外消
费的负担。Visa与中国银联掐架,却让消费者买单的做法值得商榷。

1：照USCIS的说法，485提交时、以及批准485时，均需要visa number available。依
据Aug12发布的最新VISA bulletin Sept排期，大陆的EB1是current, 意味着Aug12
之前，visa number是有空余的。但是在此之后，visa number完全有可能告罄。除非
relocate其他名额，否则已经递交的485要等待新的visa number.现在的问题是，等待
批准的大陆485有2600多件，能否relocate这么多名额呢？或许USCIS会放缓485批准节
奏，细水长流。
2: 依据USCIS July21发布的pending 485统计（统计数据只包含2014 JUNE之前的)，大
陆的EB1类已提交的485尚有2662件在等待批准中，其中，priority date在2014/01/01
之前的占1199件，PD在2014的占1463件，由此可见，EB1类今年猛增，大陆的EB1限额是

因为老婆J1是国家公派，所以不能豁免。我是J2身份，拿到了一个PHD的offer，咨询了
学校律师，建议去加拿大直接转F1签证。
8月12号学校才寄出I20，为了提前约签证，让他先告诉了I20上的号码。交完费，填好
，就发现多伦多15号早上8点有空位，赶紧约上。13号收到学校快递，买了13号晚上的
票。14号早上6点到buffalo，入关，简单为了几个问题，没有收I94.
9点到多伦多灰狗站，在priceline上bid的Downtown的酒店，4星，76+tax，走路到大使
馆25分钟，环境很好。酒店3点才能住，所以把行李寄存，在Downtown附近到处转了转
，去了CN tower。

当VISA在海外“叫嚣”封杀“银联、VISA”双币卡，试图遏制银联的境外通道之际
，银联马上找到了还击的武器。
据《中国经营报》记者独家获悉，央行已经拟定了银联标准PBOC2.0芯片卡(IC卡)
的总体目标和具体发行时间表，5年之内中国境内将全面发行和受理金融IC卡。
如果银联标准PBOC2.0芯片卡(IC卡)并不兼容其他标准，这对遵循EMV标准的国际银
行卡巨头——VISA与万事达并不是好消息。
目前中国并未对国际卡组织开放国内支付清算市场，VISA、万事达等在银联未成立
前即采用发行双币卡方式，以绕过人民币业务限制。双币卡恰是银联与国际卡组织博弈
的关键所在。在VISA首先在海外封杀“银联”之际，央行的这一推进银联标准的目标和

自由的高度。言论是该自由，但是不该瞎说，把假说当结论说，要有理有据的说。
你的头篇文章想说明chase汇率不必其他银行差。然后引用了小样本数据，说chase汇率
和visa汇率相近。然后加一个基本假说，说visa卡的汇率都一样，于是说chase汇率不
必其他银行差。看到你逻辑错误了吗？即使我们相信小样本代表大样本，你也最多说明
chase和visa官网汇率想近，并不能说明chase不比其他银行差？因为visa卡的汇率都一
样是你的假设。而网友提供的另一个小样本说明，其实boa和c1其实比visa汇率好，
chase比visa还差。
我和你争论比不是说你对你错，我对我错，而是要说明你的方法和逻辑有问题：
（1）首先你不大了解银行信用卡汇率这么决定的具体制度，就抛出一个未经证明的假
设“visa卡的汇率都一样”，然后下结论
（2）其次，你太依靠小样本，大家的经验（注意是一手的，虽然会有偏差）才是大样
本。而汇率问题很多情况下是case by case，小样本很难说明问题

Visa Gold，这两个卡有什么区别吗？到处查不到HHonors Visa Gold卡的介绍啊，只查
到Visa Gold的APR稍微高点，那关于消费返点的政策(Visa Signature是6/3/2)是一样
的吗？
还有，Visa Signature现在有的50K开卡奖励等promotion，同样适用于这种Visa Gold
吗？
申完就感觉被坑了，Visa Gold卡不是一般的难看，感觉被掉包了。要是什么signup
bonus都没有，岂不是白浪费hp一次...
