department都能出具所谓的marriage certificate，但名字都不是很准确 circuit
court出具的是certified copy of marriage license； vital records出具的是
certified copy of marriage record，但两边网站上都会把自己的偶尔也称作
marriage certificate。。。想问问过来人这到底是都能用？还是用其中的一个？ |

According to the CA handbook, vital records can only be certified by the
county registrar. If a customer needs copies of their vital record (birth,
marriage, death certificate), they must order as many certified copies as

下面是一封申请EB2 NIW I-140的petition letter的范例。这是多年前公开发表在
MITBBS“落地生根”版上的一个帖子。现在重贴于此，供大家参考。
个人点评：EB2 NIW的申请是技术活，满足NIW的三个方面都必须论证到位，否则就通过
不了；而且论证过程中，有些关键词必须出现在移民官的视野里。这封petition
letter基本上达到了这几方面的要求。更难能可贵的是，这封petition letter的后面
，还列出了所有的exhibit，值得参考。

谓的原件是一样的法律效率，同样的还有birth certificate。vital office不会有原
件和复印件的，你从vital office拿到的birth certificate都是certified copy. |

的petition letter，开始准备NIW。看了几篇模板，发现有些疑问。
1. NIW 不需要列表格，油灯图等吗？为什么我看到的模板都没有这些，只有Exhibit？
2. EB1A的petition条理比较清楚，比方说我要claim三项，就从1，2，3几方面阐述。
但是NIW怎么感觉条理比较混乱呀？
请有经验的前辈指点迷津，小女子不胜感激！

1，如果你手上已经拿到宝宝的出生公证，就是Vital Record 部门发的正式的Birth
Certificate，看一下背面，有没有手写的签名和日期？ 我们当时申请时不知道，收到
的Birth Certificate就是背面没有签名和日期的（通常都是这样的），州务卿不予认
证。 然后我们直接跑去Vital Record Department，带上正式的文件，说了一下，人家
就收走然后在背面弄好给我们，不用再交钱。
2. 然后你就去Secretary of State downtown办理authentication, 就是Downtown 那
里有个twin tower的地方，记得是11楼，你可以直接walk in， 跟他们说你要带着孩子
回中国，需要办理出生证认证。他们也接受邮寄。
3. 最后就是办理领事馆认证，Houston领馆，他们不接受邮寄，必须委托houston当地
的朋友或者代理递交（或者本人亲自去）。 我用的是一品。 你可以直接去他的网站

，30， 1h, 2h, 4h, 8h, 12h,24h一天扎八针，老太太们有的还晕血哎。还不是只扎针
啊，扎完马上躺到床上做ECG,然后做vital,然后再马上站起来测vital.给老太太们赶来
赶去的。

County Registrars or vital records from other states. Have out-of-state
records authenticated in the state of origin.“
我小孩的出生证的确是绿色的，签名处是写的State Registrar Bureau of Vital
Statistics，但是正文中“Issued By"写的是小孩出生的city的名字，不是新泽西州，
这种情况下是否还是可以直接去办理州务卿认证？

过来简短的和夫妇两人打了招呼，自我介绍了一下他叫Todd，然后开始沉声指挥着所有
的小组成员。
几名护士迅速的把孩子转送到了另外一个完全独立的病房，小小的Crib 上铺垫的软软
的，上面的热灯开着，天花板上也是垂着几个不知名的仪器，旁边有单独的一个Nurse
Station。
孩子的身上贴满了监测的小贴，指尖上连着小红灯的脉测，垂下来的屏幕上可以随时看
到各种数据，在这种地方，Nothing Will Be Missed。
Todd和另外2名医生再次检查了孩子身上的Access，觉得没有必要增加风险重新扎一针
，便让护士再次Secure了一下，开始Order 药剂；一种是控制Seizure的，另一种是止
住脑部出血的，由于孩子太过幼小，剂量的控制非常的Tricky，只能很少很少的一点点
加，但是这样的话有Delay 的数据并不能给医生太大的帮助，那么比较可靠的便是医生
的经验和现场的便携式的扫描器的即时数据。
