还没有那个权力。
美国watchdog能开枪是因为私有财产权，他可以保护私有财产，但不能执法，这跟执法

enforcement）。

发帖数: 1 | 50 以前就听说过克林顿基金会只用了 6% 的钱在慈善事业上（意指其他钱都浪费、贪污了
等等）。我一听到这说法就觉得不可信，这年头网上传言太多，人必需用点脑袋。
为何我第一反应就是不相信？因为基于我对 charity 的一点了解，6% 这数字太离谱
了！你说 20%，30%，这我还可以接受，但一个几千万规模的克林顿基金会胆敢做到只
有 6%？！我不信。
事实上美国社会对 charity 的监督极为严格，原因很简单：美国很多人捐钱。为了保
护自己的钱，大家都比较谨慎，希望得到更多资讯，所以 charity watchdog 这行业也
就应运而生。主楼已经举出几个，还有更多。在这么多人监视下，一个大型基金会敢做
到只有 6%？太大胆了。
不止民间的 Watchdog, IRS 也在严加看管。不要搞错，不要以为 nonprofit 真的就
100% 免税，不是这样的！nonprofit 有好多种，他们某些收入在某些条件下，还是要
缴税的。如果克林顿基金会把薪资营运支出报得很高（因而降低了税额），高到不符合
