另外，美国和澳洲已立法限制使用脑波扫描仪，拿脑波扫描仪扫本国公民已是联邦法的

道，其中引述香港《大公报》和台湾中央通讯社，指总理认为，中国如何处理领土纷争
议题，将影响各国对中国的看法，中国要透过克制，才能消除他国的疑虑。
