为了改善部分美国著名大学留学生数量明显下降的问题，美国宣布将放宽对某些敏感科
技领域的学生、访问学者的“Visa Mantis”严格审查程序。美国政府从1998年开始实
施Visa Mantis学生、学者特别签证审查制度，即赴美学习尖端和敏感技术学科，必须
要接受美国联邦调查局以及美国国务院等部门的安全审查，而且学习期间每年都要接受
一次这样的审查，以保持签证的有效性。
本次政策放宽调整将涉及持有F类(学生)、JH类(临时工作人员)、L类(公司内部调动人
员)、B类(旅游和商务)签证，并且通过特别“Visa Mantis”签证审查的签证持有者。
调整后，这些签证持有者的签证有效期不必每年重新审查，“敏感”与科技相关的学生
签证有效期最长可达4年，工作签证有效期可达2年。

，等于没有有效的入境签证，只有在美国工作的身份。 最近需要出差，所以决定先去
墨西哥搞返签。之前听说别人这么干，但 1）每个人的情况总是多少有差别，比如有人
是h1B续签，俺是头一次签；绝大部分帖子是f1返签。。2）很少看到详细说明如果未签
到，如何闯关回来。俺这次算是都经历到了，跟大家分享一下，希望有用，同时俺要感
谢之前从Zoe Tan那里得到的很多有用信息。
首先目前墨西哥赴美签证分两步，第一是去ASC采指纹信息，第二才是面签。两个事情
都需要在网上预约，而且要先付费才能看到后续的步骤，比如可供选的日期。我上星期
2上网预约时发现采指纹的日期很少，只有上星期四星期五，然后整个6月日期都没出来
，暗自庆幸没有再多磨蹭一两天赶紧就订了星期五，也就是六一。紧接着面签日期订了
之后的周一。
开始得计划是到tijuana从周五住到下周一，后来考虑工作和家里baby情况，打算周五
采完指纹就回来，在家度完周末，周一再去。这就涉及到了没入美签证的进关问题。

Lofgren （http://en.wikipedia.org/wiki/Zoe_Lofgren），她来自San Jose，所以她背后是否有硅谷大公司的支持很难说清，至少硅谷大公司是反对USCIS的做法的。
作为USCIS，要在3天内回答Lofgren尖锐的问题是件何等痛苦的事情，唯一的方法是解
决问题，但有一个前提，移民配额是法律，没有国会，USCIS不敢动。
在这种情况下，解决问题的基础应该是接受7月的所有申请，并按PD的情况处理485。
那么EAD和AP呢？俺认为这是公告今天没出的重要原因，USCIS内部和与DOS之间可能会
对EAD和AP的处理有不同的意见，小黑屋和小白屋之间必有一争。主张永久方案的一派
可能会让所有140批准的人拥有EAD和AP，主张临时方案的人可能只是认为只有7月的申
请者有这个特例。此外，还有EAD和AP的期限问题和费用问题，前者是人力，后者是钱。

展开针对NAME CHECK DELAY的游说活动。届时，来自AFU和LIA的多名成员将在前众议院
立法委员会主席BRUCE MORRISON的移民问题专家PAUL DONNELLY 的带领下访问多位议员

1. 民主党只是对非法移民更友好一些，对技术移民并没有比共和党表现出更多的友好
。若只提出有利于
技术移民的法案，民主党更有可能是阻碍者。
2. Zoe Lofgren 本人作为民主党人，也是倾向于有利于非法移民的改革，以扩大其所
在党的政治基
础。对于只有利于合法移民的法案，并无多大热心。
3. 这两个党派各有自己的民意基础，在移民改革上各有倾向，互不想让，而且尽量阻
碍对方提出的更有
利于对方的法案。从政治现实看，任何只有利于合法移民或只有利于非法移民的法案都
很难通过。最有
可能的结果是，两党在讨价还价中通过一个综合改革法案，但时间不确定，也可能很久
以后。
4. 按照目前民心所向，中期选举后国会主导权很有可能要换一下了，Lofgreen也就不
再担任那个移民
小组委员会主席了，共和党掌握国会，这对于技术移民群体是一件好事。
5. 如其花时间去游说现在的国会各委员会主席，还不如去接触共和党内的议员，尤其
是有可能在选举后
担任各委员会主席的议员。

。当然也有像Bernie Sanders和Chuck Grassley是极端反H1B的怪胎。

Entrepreneurship in America (IDEA) Act of 2011 (HR 2161). The bill contains

昨天10月25日，我们EB移民心目中的女神--罗富贵阿姨终于加入到co-sponsor HR3012
的行列中。
其实之前罗阿姨本就有意一起co-sponsor该法案，但是Lamar Smith由于之前某个法案
的分歧，或是出于驴象党争，不领罗的这份情。
现在大概是SMITH先生觉得这样做过于小器，或是因为罗阿姨要求入伙的热情很高，于
