Not true. You can use sim from any carrier in your iPhone for voice only
service, and just use Wifi for data. Which is exactly what the OP wants.

activate不是unlock，activate就是启动手机功能，unlock就是解carrier锁以便用其
他carrier的sim卡

Don't ask. Just get a most basic free phone with voice only service. then
pull out that sim and put into your unlocked iPhone.
