（比如不做学术进生物公司），能不能得到NIH的"favorable" view.
下面是NIH的关于wavier的policy. 感觉说的不是很清楚，有人试过用生物公司的offer
成功豁免吗？

The NIH does not encourage J-1 Exchange Visitors to remain in the United
States. However, extenuating circumstances may warrant remaining in the U.S.
, therefore, a policy has been created in order to allow these exceptional
circumstances. The NIH (through the DIS) must provide its sponsor views—
either favorable or unfavorable—at the request of DOS on your waiver
application.
The NIH policy on issuing a “favorable” view to a DOS request is the
following –
The J-1 Exchange Visitor must have:
A. Received a formal offer of employment in the biomedical sciences from the
NIH;
OR
B. Received a formal offer of employment in the biomedical sciences from
outside the NIH, but located within the
United States.
并且关于B的情况，NIH的policy说：
II.B. EMPLOYMENT OUTSIDE NIH
In order for the NIH to comment favorably on your waiver application, the
DIS must have evidence of your offer of employment in
the United States. The employment must be a bona fide offer in a scientific
position that will utilize the knowledge, skills, and
abilities gained during your J-1 training at the NIH. In addition, the offer
must constitute a long-term commitment by the employer. | s**u
发帖数: 9035 | 2 somebody got offer from a medical software company in Maryland, he got NIH
sponsor view after 5 years J visa at NIH.
It takes 8-10 months for J waiver and H1B visa process if the company would
like to wait such a long time and you need to be selected on 4/1/2015 H1B
visa,
even if you were selected H1B visa, your H1B will start from 10/1/2015. So
the company would wait 14-16 months for you.
If the company would like to wait 14-16 months for you after you got job
offer and take high risk, it is fine.

才生效， 公司等你16个月， 公司愿意吗？
所以这种可能性及小。
