Here is my guess:
"self-use" only applies to jewelry, but not bullion coins. So, all bullion
coins are subject to the standard import taxes if the value is less than a
certain amount (forgot the number), that is, if you ever report it... And
any gold beyond that restricted amount would involve additional approval.
On the other hand, if you only carry a few coins in your pocket, who would
