Are you just skating with your family/kids during the public sessions? Or
are you or your kids going to skating school?
For regular recreational use, check out these entry-level ones by Riedell:

(there is a second page that has some rec hockey skates).
If you're going to skating school, go with what the teacher recommends.
As to where to buy, the best place is the skate shop at your local rink.
You want to be able to try them on.
