The Chinese Student Protection Act of 1992 (CSPA) was a bill sponsored by U.

all Chinese nationals who arrived in the United States on or before April 11
, 1990.[1] It made permanent a temporary ban on deportation of Chinese
nationals, extending the original amnesty for Chinese students President
George H. W. Bush had created with Executive Order 12711.
One provision of the act was that permanent residency status granted to a
Chinese national under the act would subtract from the immigration spaces
available in later years. The stated purpose of the CSPA was to prevent
political persecution of Chinese students in the aftermath of the Tiananmen
protests of 1989.
The provisions of the Chinese Student Protection Act require that the China
annual limit be reduced by 1,000. A total of 300 numbers are deducted from
the E3 category, and 700 from the E5 category. |

给不少已经黑了的人洗白了。而很多参与了64的人那时还是在校学生，根本不可能立刻
出来，除了那些上通缉令的。一楼的引用说的清楚，只有在1990年4月11前到达美国的
才算，89后，90 年办护照不像现在这样容易，能出来就更难了。我知道有个朋友就是
参加了64 的eb3，现在还在等， 还在为前人还债。我出来以后，有一次老中party, 一
帮拿雪卡的老家伙围着我追问64 到底是怎么回事，那晚都发生了什么？ 你tnnd。我不
否认早来得人排在前面，但不合理的是他们当时是只要去申请，一个月拿到工卡，半年
