sequester都坚持住了，还真的在乎CIR？
CIR有影响，但是近期影响有限，CIR不通过，大概相当于温水煮青蛙，虽然迟早烧死
GOP，但近期恐怕很难让GOP感到很大压力。
忙完了这个，后面还有各种domestic issues在排队，到时候恐怕没人记得CIR了。

9月后，国会要讨论预算。这是top priority.因为要不然，政府就要关门。10月后，马
上就要讨论debt ceiling and sequestration.这些折腾完，就要年底了。一旦过了今
年，就是选举期。通过的可能几乎是0。
所以如果house 8月recess前，不能通过一个他们版本的CIR,那基本上可以宣布CIR这一
季的结束了。

些moderate GOP尽情表演，泛泛支持，最后让那些红脖出来做坏人，在近期(2016以前
）来看，应该是最佳选择(given CIR不过）。
