He wants an assistant with working knowledge of French and experienced in
office routines.
If you really want to fill in the blanks, just fill in with some generic
terms such as "working knowledge", and "hands-on experience", but the
sentence is still awkward.

Chinglish style questions in China.They design the test prety much in the
Chinese way so that even a native speaker would not pass it easily.
