标 题: 回游的海归：NSF官员的腐败例

我们这里要说的是一个美国NSF项目官员，是真人真事，是一个在中国和美国我们专业
行业比较有名气和影响的人，一个和我个人有着不少联系的人，也是早年对我回国有着
帮助的人。我之所以今天能够公开这些，主要是因为他的案件在美国司法部的网站上都
有，他本人也承认了其造假和腐败行为，并有可能在这个月(8月)底的审判中，被罚高
达25万美元的罚金和最长可达5年的监禁。具体地说，他的问题就是在2006年至2011年
间，多次伪造账单，或者是隐瞒从别人那里收到的礼物，拿着票子到受到NSF资助的大
学报账，或者是在NSF和大学重复报账，多拿了不少不应该拿的钱。后来不知什么原因
，被NSF发现了。
就我对他的了解，他的经济问题被 NSF发现，只是时间早晚的问题，因为我一直坚
信，一个人可以偶尔偷偷摸摸干一两件坏事，不备发现而侥幸过关，要是重复做坏事，
早晚总是要被抓到，最后完蛋。像他这样，在NSF工作了30多年，已经早已超过了可以
舒服退休的年龄，因为晚年的不检点，最后是功亏一篑，是在是一件很不划算的事情。
说起这位先生，他还是为中美的科技合作做出了不小的贡献，是为数不多的最早组
织美国学术访问团在改革开放初期去中国的美国官员。因为他曾经是美国NSF我们领域
的负责人，所以有着很多的经济和政府资源，也的确为中国这个领域在国际上的交流和
成长起到了非常正面的作用。论起个人关系，他不仅是我的师伯(他的导师我和的博士
导师的导师是同一位国际名师)，而且是我当年回中国竞聘的几个评委之一，是全票同
意我任职的重量级人物之一。
不论于公于私，我对他都有着很多的感恩。后来，在我回国的过程中，我通过了解
发现，他经过几十年NSF的洗礼，已经出现了不少的腐败的苗头。NSF也在内部对他管理
的职位进行了调整，让他去管一个新兴的学科，有意思，但是利益不是很多，而我们领
域当时在NSF有一个数亿美元的巨大科学工程则由另外一位女士来管理。
后来，在国内的时候，因为学术交流的需要，几次邀请他去我当时的单位，其中发
生了几次因为经济的原因弄得双方都不愉快的事情，我也逐渐地淡化和他的关系，最后
渐渐地变成基本没有多少来往。现在想来，当年我的坚持原则还是很对的。
举几个例子吧。在国内，报销是有着比较严格的规定的，但是也不是不可以破。什
么可以破，什么不可以破?不可以破的，一定是不能做假账，不能用虚假的票子，也不
能用复印的票据。可以破的，虽然也有问题，但是即使发现了，不会严重。例如，国内
请客送礼是有经费限额的，很多时候都无法不超，所以即使超了一点，问题不会是特别
严重。又比如，你请别人做讲座，报酬可以给几百，也可以给几千，甚至几万，这个虽
然不合规，但是没有太大的经济问题。邀请别人的宾馆的费用，虽然也有明确的规定，
但是还是可以超一些，然后再想办法的。当年，对于这位先生的不能破规矩的要求，我
只能拒绝，然后用可以破例的地方来给予他一定的补偿，可能如此的做法是当时国内其
他单位所没有的，我也因此得到了单位的老人的“善意的告诫”，希望不要断了美国
NSF这条线。可是，无论如何，我也不能做绝对无法破例的事情，这个底线还是要坚持
的。几次尝试之后，让他感受到了国内单位对他接待的差别，他也逐渐地去别人那里的
次数要远远多于去我当时单位的次数。我们在NSF通过他的联系逐渐地少起来。后来，
我通过其他的渠道认识了当时负责那个巨大科学工程的女士，更加加强了我们单位和美
国其他学术单位的联系，这是后话。
回到那位先生的事件上。再后来，我从不同的地方听到了类似的风言风语，基本就
是官方公文中提到的几类事情，就是把NSF的经费转到一个地方，然后把其当作自己的
个人经费，或者是一次的差旅到几个地方报销，另外，他也没有积极申报在其他地方收
到的礼物(按照NSF的规定，收到超过一定金额的礼物是要上报的，有的时候需要上交)
，等等。
最后，不知是通过什么渠道，NSF得到了他的这些问题的信息，然后当然就是必要
的法律程序。现在，等待他的不仅是巨大的经济损失，更严重的是劳役之灾，还有一世
英名毁于一旦的后果。
我想，一个人可以偶尔偷偷地干一件坏事情，或许能够蒙混过关，但是一定不能经
常干坏事，因为经常干坏事，总有一天会被发现，然后是得不偿失，功亏一篑，自绝于
江湖。这也是NSF这位官员的腐败案例再次证明了的。 | d*******n

National Science Foundation Program Director Pleads Guilty in Connection
with Scheme to Conceal Received Benefits
WASHINGTON – A former program director at the National Science Foundation (
NSF) pleaded guilty today in the Eastern District of Virginia to engaging in
a scheme to conceal gifts and fraudulent payments he received, Assistant
Attorney General Lanny A. Breuer of the Justice Department’s Criminal
Division and U.S. Attorney Neil H. MacBride for the Eastern District of
Virginia announced.
Dr. Shih Chi Liu, 73, of Silver Spring, Md., pleaded guilty before U.S.
District Judge James C. Cacheris. Liu was charged in a criminal information
filed today.
According to a statement of facts filed with his plea agreement, Liu served
in various program director positions in the NSF Engineering Directorate
from 1981 until December 2011. The NSF is an independent federal agency
whose mission is to fund research and education in science and engineering
disciplines. Liu was required in his official position to submit a yearly
financial disclosure report detailing travel-related reimbursements and
gifts totaling more than a particular amount that he received during the
reporting period. In the years 2006, 2007, 2008, 2009 and 2010, Liu filed
false reports that failed to report payments and gifts he had received. In
doing so, he concealed that he had arranged for an accredited university to
pay false invoices for services that the university did not receive,
pocketing the fraudulently obtained money himself. He also concealed that
he had received money for international travel from an accredited university
, at times simultaneously requesting and receiving reimbursements from NSF
for that same travel.
Liu faces a maximum penalty of five years in prison and a fine of $250,000
when he is sentenced on Aug. 22, 2012.
This case was investigated by the NSF Office of the Inspector General.
Deputy Chief Peter Koski and Trial Attorney Monique Abrishami of the Public
Integrity Section in the Justice Department’s Criminal Division and
Assistant U.S. Attorney Jasmine Yoon of the Eastern District of Virginia are

这位作者仁兄日本毕业后去了美国从事本行的工程工作，泡沫时代转行干了IT好几年。
然后竟然立刻回国去了中国地震局工程力学研究所担任所长。这个IEM的地位可是相当
于JPL的。一个好几年没有从事本行的人回去得此高位，没有厚实的人脉是不可能的。 | h***w

记归国学子王自法博士挑战人生

“说自己是一流人才很丢人，说自己是二流人才更丢人。”坐在王自法对面，攀谈
中会觉得这是一个坦诚、直率的年轻人，他的眼神中自始至终流露出真诚。
为了能够担任国家地震局工程力学所所长，王自法要放弃美国国籍，但是从他的外
表丝毫看不出美籍华人的特征，不像是在海外生活居住了10年的人。他的衣着简单、普
通，短袖浅灰格衬衣，深灰色西裤，皮鞋上沾着泥点。王自法给人留下的第一印象是朴
素。他的信条正是越朴实越好。
回国定居，王自法所有的朋友，包括他太太的朋友都坚决反对。王自法有美国的国
籍，年薪是15万多美元，两年前刚买了一所大房子，有两部汽车。朋友们觉得一下子把
这些都放弃了不值得。律师也提醒他，放弃美国国籍后就再也没有机会获得美国国籍和
长期居留证（绿卡）了。
王自法心里想的是：“一生做事为了什么，短期是为了钱，希望有个好的生活，而
今在国外工作了多年，舒适的生活不再是追求的目标，我要做自己喜欢的事。”
“我希望能为国家做点事，也非常看重回国给我带来的巨大的挑战，”王自法说，
“对未知的挑战是人生最大的挑战，独具魅力。在美国我可以设想15年以后的生活。回
到中国，尽管我有自信，但我不知道未来会是什么，我需要努力。”
工程力学所老所长齐霄斋对王自法非常熟悉，在老所长眼里，王自法是个不给自己
留后路的人。
研究生毕业后，所里内定安排他到日本读博士，可是当一位日本著名地震工程学家
主动提出要王自法报考自己的博士生时，他毫不犹豫地提出把所里的名额让给其他人，
自己筹措一笔钱，自费去日本参加考试。往返的飞机票、在日本的生活费用、考试费用
都是他自己出的，如果不能被录取，他还要回来，这笔钱就白花了。齐所长说，王自法
到日本考博士，是冒了风险的。
王自法承认自己是个不安分的人。拿到东京大学博士学位，在日本的生活工作也刚
有了头绪，一个新的机会把他吸引到了美国。王自法记得当时日本的朋友也是极力反对
他到美国，就像现在美国的朋友反对他回到中国一样。那时，在日本的薪水要比美国多
4倍，大家都不理解他为什么要做这样的决定。
今年4月，在工程力学所举行的答辩会上，王自法对在座的评委们说：工程力学所
的首任所长刘恢先院士，第二任所长胡聿贤院士都是新中国成立初期从美国回来的，他
们能放弃在美国的生活，我为什么不能。今天中国经济发展的水平，科研工作的条件，
与50年前已经有了长足的进展，发展的机会更多，发展的条件更好。
说到为什么没有选择“一半在国外、一半在国内”的工作方式，王自法说：“我不
怀疑天下有两边都能做得好的人，但我不是，我不相信自己有这样的天分。与其心在两
边，可能两边都做不好。而且我也不想给自己留后路，如果失败了，我将问心无愧，因
为已经全身心地投入过了。我的任期是4年，尽管有压力，但对自己更有信心。”

Summary
Dr. Shih-Chi Liu has been a charismatic and creative leader, leveraging
multilateral collaboration to increase the safety of our society and the
reliability of civil infrastructure and building international understanding
and goodwill among engineers and scientists throughout the world. In his
role as the Director for Earthquake Hazard Mitigation Program (1975-2001) at
the National Science Foundation (NSF), he initiated, developed, and managed
high-impact international research programs. For example, he negotiated
intergovernmental protocol agreements between NSF and the Japanese Ministry
of Construction and the Japanese Science and Technology Agency that in 1980
resulted in the “US-Japan Cooperative Research Program on Large-Scale
Testing.” Lasting nearly 20 years, this program and successors addressed
critical problems observed in earthquakes, substantially improving the
design of earthquake resistant structures. He created a similar US-China
program following the devastation of the 1976 Tangshan earthquake, which is
still active today. Dr. Liu also played a pivotal role in the conception
and planning of the $300M Network for Earthquake Engineering Simulation (
NEES), which he has catalyzed into similar efforts in China, Europe, Japan,
and Korea. Since 2001 he has championed international collaboration in
sensors and smart structures technology which is fundamentally impacting how
infrastructure are monitored, managed and protected globally. These
transformative efforts, enabling researchers from around the globe to work
together on common societal problems, have been recognized by countless
professional societies in the US and worldwide. Dr. Liu retired from NSF at
the end of 2012 and is looking forward to many new challenges ahead.

proposal。每次开会的时候他周围都是围着一大堆人，自认为不是他的圈子里的人，所
以也就没跟他说几句话。我是三月份听说他在接受调查的。我今年7月跟他的一个好朋
友电话的时候，那个朋友还不知道他出事儿了。我告诉他朋友Liu出事了，被我家LD批
评爱八卦。

个人很不喜欢liu，所以毫无顾忌地告诉我这件事儿。

，不诚实的人给诚实的人造成很多伤害。作为faculty更应当以身作则，做诚实的工作
，写诚实的proposal， 给自己的中国学生做典范，能够培养造就下一代。也使自己得
