B似乎都要交钱,想选Option B,但看了半天也没弄明白是什么意思,哪位能帮忙解释

Dear Author:
Your manuscript, referenced above, has been received and identified as
having research funded, in part or in whole, by the NIH. As you may know,
NIH-funded investigators are now required to submit to the NIH National
Library of Medicine’s (NLM) PubMed Central an electronic version of the
final peer-reviewed manuscript upon acceptance for publication to be made
publicly available no later than 12 months after the official date of
publication.
The ACS offers authors three options to fully comply with the NIH Public
Access Policy. Complete details on these options are available at http://pubs.acs.org/page/policy/nih/index.html
· Option A: The ACS deposits the published article on the authors
behalf, for immediate open availability via the ACS AuthorChoice fee-based
option. Stated NIH policy allows authors who elect this option to use grant
or contract funds in payment of open access publishing fees levied in
connection with ACS AuthorChoice. In addition to the benefit of immediate
Open Access, the ACS AuthorChoice option ensures that the final ACS
published article of record is deposited in PubMedCentral. The PMCID is
immediately assigned by the NIH. Details about the ACS Author Choice option
are available at http://pubs.acs.org/page/policy/authorchoice/index.html.
· Option B: The author deposits the peer-reviewed accepted
manuscript with NIH, for open availability 12 months after publication. This
is a no-fee option for authors who want to retain control for making their
own deposits to the NIH. In this option, the author assumes full
responsibility for the deposit and review of the final peer-review accepted
manuscript. ACS authors will be notified upon publication of their articles
on the ACS Web site. The PMCID is assigned after the authors final approval
of the NIH display.
· Option C: ACS deposits on behalf of the author the peer-reviewed
accepted manuscript with NIH, for open availability 12 months after
publication. This service is provided at no charge to ACS members in good
standing and invoiced at a fee of $100 for non-members. The final peer-
reviewed accepted manuscript is deposited by the ACS. The author assumes the
responsibility for proofreading of converted files according to NIH
requirements. ACS authors will be notified of the deposit, upon publication
of their articles on the ACS Web site. The PMCID is assigned after the
authors final approval of the NIH display.

Authors whose manuscripts acknowledge research funding from the NIH are
required to submit the NIH Policy Addendum [PDF] In completing the form, be
sure to follow these steps:
1. Check either Option A OR Option B OR Option C .
2. List the names of NIH-funded authors and NIH award numbers along
with the other information requested on the form.
3. The Corresponding Author should sign the form.
4. If Option A has been selected, fill out and sign the ACS Author
Choice Form [PDF]
5. Fax the signed NIH Policy Addendum and, if necessary, the ACS
AuthorChoice form to (202) 776-8240.
