Because tibet does not have a self-sustained economy. After its independence,
it is China's interest to keep tibet stable (or the tibetans in si chuai will
revolt). And also it is China's interest to not make tibet too hostile to
China (or it will let foreign troops in and be a strategic threat to china).
In this case, we still need to spend billions to buy off tibetan.
