Print out selected emails. You don't want to give IO a bulk of material that
nobody wants to read your case. Remember, less is more.
Put the total numbers of the request emails in petition letters. Weave those
in your argument such where those people from and what they want. Quote one
or two emails in your petition letter in supporting your argument.
