Whoever has used your work, even if without citing your work.
Or editors who invited you to review papers.
Or whomever is willing to write you a good letter to describe your work. You
can ask the people you know who has not collaborated with you, but say
something like "they don't know you personally, but know your work" , etc.
Not necessarily. Assistant professors are fine. If you could find some big
titles, one or two are good enough.
