看到RFE， 我感觉IO根本没怎么看我的petition letter, 所以在准备response的时候
，都时时考虑，如果IO粗略扫一眼的话，他能不能get the point. 所以用了很多下划
线，加粗之类的highlight 关键词。格式上每一项，每一小项都分清楚。那些个比较复
杂的证据，如果不是非常强，宁可不要。

Dear Sir or Madam:
Thank you for considering my immigrant petition as individuals with
extraordinary ability (EB-1A). I appreciate the opportunity to address
questions and provide additional evidence to support my petition.
Upon the request in the RFE letter, I enclosed the translation of non-
English citations of my work.
Originally, I submitted evidence to prove that I have sustained national and
international acclaim and that my achievements have been recognized in my
field of expertise:
• Evidence of the Alien’s Original Scientific, scholarly, artistic
, athletic, or business-related contributions of major significance in the
field;
• Evidence of the alien’s authorship of scholarly articles in the
field, in professional or major trade publications or other major media;
• Published materials about the alien in professional or major
trade publications or other major media, relating to the alien’s work in
the field for which classification is sought.
I am glad to learn that the criterion “Evidence of the alien’s authorship
of scholarly articles in the field, in professional or major trade
publications or other major media” has been met.
In this response letter, I will provide evidence to prove that I meet the
following two criteria:
I. Evidence of my original scientific, scholarly, artistic, athletic, or
business-related contributions of major significance in my field.
II. Evidence of published material about me in professional or major
trade publications or other major media, relating to my work in the field
for which classification is sought.
Finally, in the Final Merits Determination section, I will articulate how I
have sustained national or international acclaim and my achievements have
been recognized in the field, indicating that I am one of the small
percentage who have risen to the very top of the field of endeavor.
因为没有攒多少review, 算是迎着头皮claim了media report. 自己也有些虚心。但是
我感觉contribution 是所有的核心，如果IO觉着contribution可以，八成心理上就觉
得可以过了。所以我把contribution放在前头，功课做足，希望他看完contribution的
时候有个positive的印象，就对我media report不太斤斤计较了。
I. EVIDENCE OF MY ORIGINAL SCIENTIFIC, SCHOLARLY, ARTISTIC, ATHLETIC, OR
BUSINESS-RELATED CONTRIBUTIONS OF MAJOR SIGNIFICANCE IN MY FIELD.
In the RFE letter, the officer commented:
The petitioner’s work has been cited XX times and he has provided letters
of recommendation from some of the following individuals:
• Dr. XX
• Dr. XX
• …
This criterion has not been met because the evidence submitted does not show
that the beneficiary’s contributions are considered to be of major
significance in the field of endeavor. While the petitioner submitted
letters of support, these letters does not establish what original
contribution of major significance the beneficiary made to the field.
I will address the comments above with evidence to show that I have made
original contributions and my contributions are considered of major
significance in my field in the following 5 major points:
1. My work has been published on top scientific journals with very high
impacts.
2. The citation rate of my work is higher than the top research institute
in my field.
3. My work has been widely cited in publications on top scientific journals
by experts from leading biomedical research institutes around the world.
4. My major significant contributions have drawn wide attention and
provoked widespread public commentary by experts in my field.
5. Experts’ testimony that explains in detail how my original
contributions are of major significance to the field of XX research.
在RFE信里面，我感觉VO根本就没怎么看我的letter具体内容，就说我材料缺这少那，
其实都在信里提到了。所以我把outline放在第一页，这样即使他只看一眼，也知道我
大体信里的内容。这个和写grant proposal差不多。
1. My work has been published on top scientific journals with very high
impacts.
Table 1 is the list of the journals where my work was published and their
ranking based on Impact Factors and Eigenfactor scores (two widely accepted
measures of the impacts and significance of a scientific journal). These
data strongly support that my studies were published on leading top
scientific journals that have very high impacts on the scientific community.

Notes: The data of each journal are based on 2010 Thomson Scientific Journal
Citation Report. The top percentile is based on the quantiles of impact
factors or Eigenfactor scores for all the 8073 professional scientific

The Impact Factor indicates the average citation each paper on the journal
received in the recent two years and is useful in clarifying the
significance of total citation frequencies. The Eigenfactor score indicates
the impact of journal, i.e. all else equal, journals generating higher
impact to the field have larger Eigenfactor scores. Both of the impact
factor and Eigenfactor score are provided by Thomson Reuters ISI Web of
Knowledge, the most authoritative and objective source to critically
evaluate the world's leading journals.
Below is the detailed information about these journals as the evidence to
demonstrate their very high impacts. Having my papers published on these
peer-reviewed journals indicate that my work is considered of major
significance.

上找的他们自我吹捧的字句。

2. The citation rate of my work is higher than the top research institute in
my field.
My work that focuses on the XX research receives significantly high citation
rate in the field. The citation rate of my work is higher than that of the
publications from the top XX research institute in the world.
Based on the analysis performed by ISI web of knowledge database, the XX
research Center, which is the best and largest XX research institute in the
world [Exhibit 75], has the “average citations per item” XX (from 2008).
My work has an “average citation per item” XX (from 2008). Namely, the
citation rate of my work is XX% higher than the best and largest XX research
institute in the world.
3. My work has been widely cited in publications on top scientific journals
by experts from leading biomedical research institutes around the world.
First, my work has been cited by papers on top journals.
My publications are cited over XX times by XX peer-reviewed journals,
including the prestigious top international journals, such as journals
listed in Table 2.

把网站，校刊，science blog等等google可以搜到的都放在这儿了。有些是和media
report部分重复的。
重点在于选择的媒体网站等等，介绍的时候可以有很多visitor, 很多流量，很好的
reputation之类的可以吹的话。不然的话宁可不放或者少放一两个在中间充数。
5. Experts’ testimonies that explain in detail how my original
contributions are of major significance to the field of XXX research.
Please find the two additional letters of support from independent
evaluators in XX research field. In these two letters, the experts discussed
and evaluated my work. From their professional view, they explained in
detail that how my contributions are “original” and how they are of “
major significance”.
一个是引用了我我文章的一个牛校的教授。他的信的内容是关于我的被引用的工作怎样
Benefit他自己的工作。
另一个是本领域的一个教授，是一个一般学校的某某research center的director。
在信里稍微介绍下教授背景，放上director之类的title, 和牛校的名字及rank. 但是
不出现发多少文章，引用多少之类的和我的credential 有重复的词句。
准备了两次petition letter之后我意识到，推荐信的作用主要是再写petition letter
的时候有东西可以引用（当然就是借别人的名义写夸自己的话），所以要有个petition
letter里面要引用什么，再去有的放矢的写推荐信。
这两封推荐信大体分两部分，一是对我的几项工作的具体的评价，做了什么，有什么用
处，（对本领域，对其他科学家，对治疗疾病等等）在这一部分在具体的举例中不停地
用original 和 major significance （和他们的同义词）。 第二项是总体说这个同学
是多么的优秀，工作是多么的重要。在这一部分配合具体的内容和证据不停地出现
small percentage 和 sustained national/international acclaim（和他们的同义词
）。
在写petition letter的时候，带这些关键词的句子就可以引用，关键词可以highlight。
在开始准备letter的时候，还有一项，是想说我的paper的引用率比发表这篇paper的
journal的平均引用率高。比如JBC IF是5，说明两年平均每篇文章引用5，如果我的文
章是10，那么就比平均高了100%.
但是最终还是删掉了。因为觉着说起来太复杂，IO一眼扫过去八成不明白什么意思，再
就是要与average比， average总归不是什么好词。
II. EVIDENCE OF PUBLISHED MATERIAL ABOUT ME IN PROFESSIONAL OR MAJOR
TRADE PUBLICATIONS OR OTHER MAJOR MEDIA, RELATING TO MY WORK IN THE FIELD
FOR WHICH CLASSIFICATION IS SOUGHT.
In the RFE letter, the officer commented:
The petitioner has provided evidence of his citation record to establish
this criterion. USCIS must note that a citation to ones work is a reference
and not considered published materials about you in a professional major
trade publication or other media.
Therefore this criterion has not been met 。。。模板RFE的话
I will address this by providing evidence demonstrating that my work has
been reported by a variety of major media including online magazines,
scientific websites, professional journals and other media:
1. My work titled XX was reported and featured by MDLinX.com on XX date.
MDLinX.com is the world’s most up-to-date index for physicians and other
healthcare professionals. It sends almost 1,000,000 free briefings across 35
medical specialty areas. The website receives about 340,000~600,000 visit
per month.
2. My article XX in which I made significant contribution considered as
the “critical cornerstone”(这是篇挂名的文章，但是在老板的推荐信里介绍这个
工作的时候加了这一句关键词说名我的作用], was:
a. Reported, evaluated and featured by Faculty of 1000 Biology, by Dr. XX
from XX University on XX date,
Faculty of 1000 (F1000) is one of the most prestigious scientific media,
which selects only 2% of the most important published articles in the
biological and medical sciences were reported and evaluated. The reports
were published on the F1000.com, which have 525,000 total pageviews and 150,
000 unique visitors per month. The website F1000.com has 180,000 registered
users and over 300 subscribing institutions around the world. （数据是发信问
F1000问的）
b. Reported and highlighted by a commentary article on PNAS on XX date,
titled XX by Dr. XX at XX University .
The Proceedings of the National Academy of Sciences (PNAS) is the official
publication of the National Academy of Sciences of the United States of
America. It is widely read by researchers, particularly those involved in
basic sciences, around the world. All the articles are published and
accessible online. PNAS Online receives over 21 million hits per month. PNAS
is the second most cited scientific journal with 1,338,191 citations from
1999–2009 by Thomson Reuters.
这篇其实也算是review,但是RFE中点名了说review和citation不算media report，我就
不提citation, review之类的，直接说reported by a commentary article, 看上去更
像媒体报道，其实也不算错。
我觉得如果有大段引用的review,这样措辞大概也能蒙混过关。
3. More impressively, four of my studies have been reported 20 times in
magazines published on NewsRx.com.
NewsRx.com’s intended audience is researchers and practitioners in the
health and medical fields and now reaches a global audience that spans more
than 50 countries. It has over 3 million readers a month [Exhibit 46]. The
NewxRx.com website is ranked #2 by Google PageRank among top Health News and
Media Publications, #2 among top Science Publications in Biology/Physiology
, #2 Among Top News and Media for the Business of Pharmaceuticals and #2 by
Amazon's Alexa PageRank in News and Media Site for the Pharmaceutical
Industry.
In addition these magazines where my papers were published are indexed and
available by world leading publishers and database such as LexisNexis, which
is available to nearly 2,000 libraries serving over 8 million students and
faculty.

III. FINAL MERIT DETERMINATION AND CONCLUSION
The evidence shown above and in the original petition demonstrated that I am
an outstanding scientific researcher who has made original contributions
that of major significance and will greatly benefit the United States in
maintaining a competitive edge in the field of biomedical sciences,
specifically in the field of XX disease.
The evidence clearly shows that I am “one of that small percentage who have
risen to the very top of the field of endeavor” and I have “sustained
national or international acclaim” in but not limited to the following
aspects:
A. I have been actively publishing my work on top scientific journals
with significant impact in the international scientific research community.
Most of my papers were published on journals ranking top 5% in terms of
their impacts (Table 1. Page 3 in this letter).
B. My work has been continuously (Figure 2 below) and widely cited by
scientists from over 20 countries in the world, including the USA, Canada,
United Kingdom, Germany and Australia(Figure 1, on Page 6 in this letter)

C. My work has been continuously receiving high rate citation. The
citation rate of my work is XX% higher than XX research center, the best and
largest research institute in XX field.

E. My work has been cited and commented by scientists from top research
institutes around the world, including Stanford University, Yale University,
University of California San Diego, The Pierre and Marie Curie University (
ranked No. 1 University in France), Australian National University (ranked
No. 1 University in Australia).
F. My major significant contributions have drawn wide attention and
provoked widespread public commentary by experts in my field at a variety of
scientific website and magazines, including F1000.com, which selects only 2
% of the most important published articles in the biological and medical
sciences.
G. My work has been selected to be orally presented at the XX conference,
the largest research conference in XX field with over XX attendees per year
. As testified by Dr. XX in his letter, “Selection of this work for oral
presentation is an honor given by the world’s top conference in XX field to
groundbreaking studies that are considered by peers as the most significant
