去，最后公司决定不买

and another group of people asking if their agent can give
them money (commission rebates) if they end up buying a house.

This is the nature of agent, they don't make every sale. when they do, they
make a lot of money.
But in reality, some shitty agent doesn't sell any house. they got upset
when you don't buy.
Some agent, in order to attract people, offer rebate to get the business.
